Research On The Development Of Chinese Social Enterprises From The Perspective Of Multiple Governance Theory:

In the process of multi-governance,social enterprises in various countries are developing quickly and vigorously,according to local conditions to adjust measures to bridge the complex dilemma under the background of triple failure,including government failure,market failure and voluntary failure.The government has no solutions to take all social problems into consideration and respond to various social needs.The primary goal of the market is to achieve the growth of economic profits rather than the realization of social public values.Therefore,the government and the market tend to hand over some public problems to the society.In the process of daily operation,it is found that the society use traditional form of non-profit organizations to intervene.However,along with the own risks of non-profit organizations,such as self-hematopoietic ability and strong dependence on funds,multi-actors are aware of these risks and launch the new form of social enterprise to provide new possibilities.The definition of social enterprise generally refers to a new organizational form that takes the pursuit of public values as its primary goal,followed by the pursuit of financial sustainable development.Just like the endogenous mission and vision of social enterprises,social enterprises pay close attention to the social fields,such as medical care and nursing for the disabled and the mentally retarded elderly,the precise help for special children and teenagers and the microcredit help for the entrepreneurship of disadvantaged groups.Social enterprises have played a significant role in promoting wider attention to social problems,easing complex social conflicts,meeting increasingly diverse social needs and increasing the possibility of solving government failure,market failure and voluntary failure.Foreign social enterprises are relatively mature and have attached remarkable achievements.Domestic social enterprises' development is relatively late,but it has shown vigorous vitality and predictable values.At present,there are two main categories:the first category is the research object of this study.Social enterprises transformed from non-profit organizations have a certain origin with non-profit organizations.Some social enterprises retain original nonprofit organizations as shareholders,while others operate completely independently.The second category is commercial enterprises with a sense of social responsibility.This study will take twenty-five social enterprises chosen by China charity exhibition in recent two years as research cases,as well as making a deep description of Company named as Be Better,comparing with the failure cases of non-profit organizations in recent years.After that this study will deeply analyze the concept of public value pursuit and financial sustainable development status of best social enterprises.In order to explore the pursuit of public value of best social enterprises from the focus areas and social issues.,this study will analyze from the perspective of registered capital,number of insured and financing relationship and explore the status quo of financial sustainable development of best social enterprises.This study aims to explore the mechanism design for the development of Chinese social enterprises,based on the relevant theoretical basis of multi-governance,the complicated experience of non-profit organizations and successful Chinese local practice.This study combines case study and theoretical basis to analyze the external opportunities of social enterprises' development,various challenges currently faced by social enterprises,internal advantages of social enterprises' development and its own predicament.This study aims to respond to these core concerns:is it necessary of the existence and development of Chinese social enterprises?The necessity will be analyzed by logical analysis from theory and practice.Like various social enterprises in all countries,Chinese social enterprises have the dual goals of pursuing public value goals and financial development goals.What difficulties and obstacles will Chinese social enterprises face under the pressure of dual objectives?In the process of the development and growth of Chinese social enterprises,what responsibilities should different actors undertake and how to provide their own values to promote the development of Chinese social enterprises?From three dimensions of policy design,market and society,this paper puts forward the action strategy of multiple actors and designs the ideal development mechanism of Chinese social enterprises.
