In order to adapt to the governing requirements of public security in new situation, the public security organ starts the institutional exploration and renovation. In 1999, the public security organ started to pursue and capture an escaped prisoner, exert online pursuit and capture. The introduction of this new governing technique makes the task of pursuing and capturing obtain positive development. In the past ten years of implement of this new mechanism, pursuing and capturing prisoners online has got effective achievements, cooperative mechanism of pursuing and capturing has become more and more perfect, the enthusiasm of public security polices has been strengthen. But there are also many deficiencies, problems and series of confronted challenges. This paper is mainly by way of normative research, partly empirical cases, based on the theories of general governance of social security and cooperative governance between government and society, by studying the formation, development of mechanism of public security's pursuing and capturing, tries to deepen the understanding of cooperative mechanism of social security, provide theoretical and practical analyses of the social security mechanism's supporting momentum, inner logic, existing problems, future trends and suggested Countermeasures.The formation and development of public security pursuing and capturing mechanism is tightly related to the five times of high crime peaks since the founding of New China. Public security pursuing and capturing mechanism in this period mainly takes on the following characteristics: amateur teams, obscure number; loose control, trapped information; bad cooperation, weak guarantee. With the new development of pursuing and capturing, operating mechanism of pursuing and capturing has become more and more mature, tasks of pursuing and capturing has got good effectiveness, mainly lying in the institutionalization, informatization, and socialization of pursuing and capturing task. Public security pursuing and capturing mechanism has obtained good effects, mainly lying in decrease of crimes, increase of solved crimes; improvement of cooperation during departments, information management, and the ability of social mobilization.As the Chinese society enters the accelerated period of transformation, public security in transformation takes on new characteristics, task of pursuing and capturing also is faced new problems, and the pursuing and capturing mechanism also should be transformed respectively. This paper argues that boosting the renovation and rebuilding of pursuing and capturing mechanism in the three fields of motivation mechanism, informatization mechanism, and cooperation mechanism of the public security pursuing and capturing, can effectively improve the social public security, guarantee a long and peaceful reign of the society. By way of the cooperation between the central government and the local government, cooperation among local governments, and the cooperation between the government and the society, it can build an intact cooperating public security network, finally form a new networked public security pursuing and capturing mechanism in order to keep the society stable and build harmonious society.By brief analyzing and generalizing the history, status quo, problems, confronted challenges, and rebuilding of the public security pursuing and capturing mechanism, and based on the theoretical and practical argument of the public security pursuing and capturing in China, this paper holds that in transforming China, in order to build harmonious society, it must fully mobilize the strengths of the government and the society, not only exert the leading role of government, but also expand the strength of new social sectors, especially paying attention to the positive actors in civil society. By the interaction among the government, the society and the citizen, it can form one kind of new public security mechanism and model of networked, cooperative governance.
