Research On The Present Situtation And Countermeasures Of Social Organization Development From The Perspective Of Multi Centered Governance

In the recent revision of the "new party constitution",it is clear that China is in the transition from social management to social governance.The new pattern of social governance mentioned in the report of the"Nineteenth" of the Party also clarifies that social organizations,as social governance Of the dominant position,fully demonstrated its important role in the construction of consultation and democracy.It should be said that China's social organizations will usher in a new era of new development.Of course,the development of our social organization is still in the initial stage,which adapt to our primary stage of socialism.The new development of social organization must have a new concept of guidance,the multi-center governance theory from the new public management provides a good analytical framework.In the case of the government,under the premise of the separation of "political society",in order to strengthen the cooperation with social organizations,how to promote the development of social organizations through the provision of public services and the purchase of services to social organizations;in the case of social organizations,under the premise of Independent social identity and social mission to enhance the credibility of social organizations,how to improve the internal mechanisms of social organizations to stimulate the vitality of social organizations;on the interaction between other subjects,how to promote the formation of nourish social environment of social organizations through the interaction between government and social organizations,social organizations and the individual subjects,which have become the real problems the current social organizations are facing.Based on the realistic background of the development of social organizations and the development of social organizations in Hangzhou as the starting point,based on the multi-centered governance theory,combined with principal-agent theory,empirical research,expert symposium and interview,the three stages of the development of social organizations in Hangzhou are sorted out.First,the stage of social organization is the beginning of development;the second is the development stage of government and social organization;the third is the social organization participates in the social governance stage.At the same time,from the perspective of multi-centered governance theory,the present situation and the dilemma of the development of social organizations in Hangzhou were analyzed from the aspects of government guidance,social organization autonomous governance,social organization cooperation and public participation.First,because of the transformation of government functions is not in place lead to the low level of social organization legislation,social organizations must face the sustainable basic public service purchase path is not sufficient dilemma,which requires the government to improve the substantive laws and regulations,clear the "government and socity" roles,classification and stratification to promote social organization brand building to guide the development of social organizations;Secondly,according to the present situation of the development of social organizations,supplemented by the theory of principal-agent analysis,this paper analyzes the shortcomings of social organizations such as relatively small scale and lack of professional service ability,and puts forward that social organizations should follow the organizational purpose,promote organizational self-Resource management and other development proposals;Thirdly,aiming at the problems existing in the interactive environment among the main bodies,it is believed that the establishment of a comprehensive procurement platform,the establishment of a self-cooperative network of social organizations,strengthening public participation and supervision to promote the formation of benign and interactive situations.It should be seen that the overall development of social organizations in Hangzhou,it has a leading edge in the province,but the face of starting areas and social governance innovation requirements,Hangzhou policy environment and social environment has yet to be improved,the future of Hangzhou City Organizational development in the government governance and social governance will continue to integrate a new stage of development,to achieve greater cooperation to build a new pattern of co-operation.
