The Research On Rural Governance System Of "three Rules In One" Under The Background Of Rural Revitalization

General Secretary Xi Jinping put forward the strategy of Rural Revitalization for the first time at the Nineteenth National Congress of the Communist Party of China.After that,he issued relevant documents and made deployments from the strategic overall design,implementation strategy and planning to promote the overall development of rural revitalization.In order to ensure the overall revitalization of rural areas in China by 2050,the full realization of strong agriculture,rural beauty and farmers' wealth,we must adhere to the working mechanism of overall planning by the central government,provincial overall responsibility and implementation by cities and counties,which requires the effective construction of rural governance system.Whether the rural governance system can be constructed or not is related to the final effect of rural revitalization.Through interviews with some villages in different regions of China,it is found that the rural governance system plays an important role in the Rural Revitalization work and promotes the Rural Revitalization into a new stage.By analyzing the necessity of optimizing and rebuilding the rural governance system in the implementation of the strategy of rural revitalization,this paper explores the constituent elements of the rural governance system,and deeply analyses the status and function of the rural governance system in the implementation of the strategy of rural revitalization,as well as the objectives and requirements of the rural governance system of the integration of the three principles.At present,the main factors that restrict the formation of the rural governance system of the integration of the three-rule system in China include: first,the limitation of the unformed concept of the integration of the three-rule system: insufficient awareness of the concept of the integration of the three-rule system,the impact of the conflict between village regulations and laws and regulations,and the lack of systematic cultivation of the concept of the integration of the three-rule system;Second,the constraints of the path dependence of the behavior inertia of the governance subjects are: the "three-rule" uncoordinated behavior inertia still exists,the normative role of rule of law on rule of virtue is still weak,and the driving force of rule of virtue and rule of law on self-government is still insufficient;third,the lack of institutional mechanism supply of the three-rule integration: the lack of supporting institutional norms of the three-rule integration,the imperfect incentive mechanism of the governance subjects,and so on.Therefore,in order to construct the rural governance system,we need to do the following work well: first,cultivate the concept of integration of the three rulings and guide the transformation of the concept,including strengthening the education and guidance of the integration of the three rulings,improving the propaganda of law popularization,guiding the formulation of scientific norms of rule of virtue,strengthening the cultivation of the concept of integration of the three rulings,etc;The second is to break the path dependence and guide the implementation of the governance of the integration of the three,including guiding the emergence of the integration of the three,strengthening the normative role of the rule of law on the rule of virtue,strengthening the driving force of the rule of virtue and the rule of law on autonomy,etc.Thirdly,we should improve the system construction and construct the mechanism guarantee of the integration of the three principles,including improving the supporting system norms of the integration of the three principles,and establishing and improving the cooperative incentive mechanism of the governing subject.
