Urban Community Emergency Management

Although Emergency management research started in China late,but has made a lot of research results,the national level of the management system is also generally composed.As the first site of emergency management and the first place to be impacted,community has never played its biggest role in emergency management.Community is the place where emergencies are brewing and the first scene where emergencies occur.In emergency management,community has many irreplaceable advantages.At present,the community is subject to many factors,generally do not pay attention to emergency management,failed to play its unique advantages in emergency management.In order to give full play to the role of community in urban emergency management,advance the threshold of emergency management,and deeply study and analyze the function of community in urban emergency management system,it is very necessary and urgent.Based on the Whole community Approach to Emergency Management,this paper selects representative streets for analysis,and puts forward a new idea of improving emergency management level from bottom to top and from point to surface.In the process of research,this paper,under the guidance of the opinions of the general office of the state council on strengthening grassroots emergency management,combined with the actual situation,points out that at the present stage,there are serious administrative tendency of emergency management in communities,backward construction of emergency volunteers,formless preparation and exercise of emergency plans,weak comprehensive risk prevention ability and weak emergency awareness of community residents and other problems,and analyzes the underlying causes of the problems.With reference to the mature community emergency management experience abroad,combined with the current grassroots emergency management working methods and the whole community model theory,this paper proposes to establish and improve the community emergency management system and mechanism,scientific management of community emergency plan,strengthen the grassroots risk prevention and emergency preparedness ability,build community emergency volunteer team and create a good community emergency culture and other countermeasures and Suggestions.
