Research On The Emergency Management Mechanism Of Emergency In Urban Communities

With the continuous application and deepening of the governance theory in the grass-roots areas of our country,the grass-roots emergency management organizations gradually tend to be diversified,and pay attention to the comprehensive participation of the government and social forces in the process of emergency management of social emergencies,as an important link between the government and the community,the community also plays a very important role in the construction of the emergency management system,including monitoring,crisis publicity and prevention.Therefore,in the face of public crisis governance system,whether to play the role of community crisis management to maximize the degree of play is of great significance and role.This study takes the community of Chashan Street in Gongqing City as a specific research case.With the establishment of theoretical foundations such as public crisis governance and governance theories,firstly,the current situation of Chashan Street is analyzed from two aspects: the main body of emergency management in the community and the organization of community emergency.The community emergency organization system of the community was analyzed.Secondly,the emergency management mechanism of the Chashan Street community was analyzed in detail from the first,middle and later stages of the current emergency management effectiveness of the Chashan Street community,and the current Chashan Street community was analyzed through specific cases.The problems exposed in the process of dealing with the epidemic have been sorted out and found out the current problems in the emergency management of the community emergencies in Chashan Street,including the backward construction of emergency response teams,the serious formalization of emergency plans,weak community risk prevention capabilities,and the lack of coordination capabilities of community residents,etc.The main problem,followed by a detailed analysis of the causes of specific problems.Based on the analysis and reference of Japan and the United States in the emergency management experience of community emergencies,targeted communities were proposed from four aspects: emergency prevention mechanism,talent guarantee mechanism,management cooperation mechanism and residents coordination mechanism.Emergency management recommendations for emergencies.
