Research On Optimization Of Urban Management Comprehensive Law Enforcement System From The Perspective Of Fine Management

With the acceleration of urbanization in China,the task of ensuring the efficient and stable operation of the city is becoming more and more arduous.It is urgent to modernize the urban governance system and governance capacity.As an important part of urban management,the status and role of urban management law enforcement is becoming increasingly prominent.After more than ten years of exploration and development throughout the country,the comprehensive law enforcement of urban management has become the most common and effective mode of administrative law enforcement at present.It has made some achievements in improving urban environmental order,promoting social comprehensive governance and deepening the reform of administrative law enforcement system.However,it is compared with the requirements of the transformation and development of urban governance in the new era and the needs of the people for a better life.There is still much room for improvement,and the comprehensive law enforcement of urban management itself faces many challenges.At the same time,since the 18 th National Congress of the Communist Party of China,many important documents issued by the Central Committee of the Communist Party of China and the State Council have clearly set requirements for further deepening the reform of the administrative law enforcement system and implementing comprehensive law enforcement across different fields and departments.Therefore,it is particularly important to continue to deepen the reform of the comprehensive law enforcement system for urban management,strengthen the research on the theory and practice of urban management comprehensive law enforcement,and further optimize the urban management comprehensive law enforcement system.This thesis uses refined management theory and holistic governance theory,and the methods of literature research,interview and case analysis are used to study how to optimize the comprehensive law enforcement system of urban management in China.Firstly,through the detailed description of the basic concepts,elements and theoretical basis of fine management of the comprehensive law enforcement system of urban management,the applicability of introducing fine management into the comprehensive law enforcement system of urban management is analyzed.Secondly,taking Tianjin as an example,this paper combs the current situation of the reform and development of the comprehensive urban management law enforcement system,and analyses the basic situation of the comprehensive urban management law enforcement system in China,as well as the achievements and future reform trends.Based on the perspective of fine management theory,this paper analyses the problems existing in the current comprehensive law enforcement system of Tianjin urban management,such as the insufficient construction of "soft culture" of urban management,the imperfect organizational structure,the inflexible operation mechanism of law enforcement,the need to improve the standard of law enforcement and the quality of the team,and the singleness of law enforcement means and participation,which need to be further optimized.Finally,based on the ORTCC model of fine management and the "five-in-one" fine management system,this paper combines the ideas and methods of fine management with the comprehensive law enforcement of urban management,summarizes the characteristics of the comprehensive law enforcement of urban management from the perspective of fine management,and constructs the fine management system model of the comprehensive law enforcement of urban management,that is,the executive board and urban management of the comprehensive law enforcement of urban management.On this basis,eight specific measures and suggestions are put forward to optimize the comprehensive law enforcement system of urban management in order to provide theoretical support and help for further promoting the reform of the comprehensive law enforcement system of urban management in China.
