Study On The Problems And Countermeasures Of Fine Management Of Urban Appearance

With the continuous advancement of urbanization,the contradiction between the rapid development of cities and the lag of urban management level has become increasingly prominent,and the problem of urban appearance has been repeatedly prohibited.Such as the random parking of all kinds of vehicles,the dirty road market,the random stacking of storefront items on both sides of the street,the destruction of greening and random planting of chickens and ducks in the district,the blockage of traffic crossings by mobile stalls,and so on.However,the citizens' voice for the management of urban appearance is getting louder and louder,especially since the 19 th National Congress of the Communist Party of China(CPC),with the change of the main social contradictions in our country.The main contradiction of citizens is fully reflected in the contradiction between the demand for a better life and the way of urban management.Urban management is increasingly moving in the direction of fine management.on March 5,2017,General Secretary Xi Jinping put forward that "urban management should be as fine as embroidery." Experts and scholars in the industry have carried out research on urban fine management.Through the investigation and study of the present situation and problems of the fine appearance of Zhuji city,the causes are analyzed,and the corresponding countermeasures are put forward.The specific contents include: first,to investigate and study the origin,development and current situation of the overall urban appearance management in our country,and the overall urban management system of our country.The first is to use the method of investigation and research.And data analysis,etc.,to analyze the changes of urban appearance and environment,the transformation of management mode,and the change of urban appearance and environment in Zhuji City,as well as the transformation of urban management mode.There are some problems in management,such as management mechanism,team building,law enforcement mode and so on.Third,the use of the system analysis method analyzes the causes of the problems from the aspects of the construction of the comprehensive law enforcement system,the composition of laws and regulations,the conditions of law enforcement supervision,the social environment and so on,and puts forward the corresponding countermeasures.Through in-depth research and analysis,this paper puts forward that the implementation can only transfer,adjust the allocation of resources,improve the convergence and cooperation of departments,starting from four aspects: deepening the reform of the system,perfecting the construction of laws and regulations,strengthening the protection of law enforcement,and creating a social environment.Unifying legislation,perfecting the system of laws and regulations in key areas,standardizing discretion,perfecting the scientific management system,setting up standardized law enforcement processes,promoting the construction of standardized teams,and using information management means;Reasonable layout of urban development,mobilize the participation of the public,mobilize social capital participation,improve the mass supervision mechanism and other aspects of the countermeasures.The research results of this paper will provide help for the fine management of Zhuji city appearance,provide reference for the city appearance management of brother counties and cities in China,and provide suggestions for building a clean and neat city appearance environment.In the end,it will contribute to the realization of the good life of happiness and harmony among the citizen.
