The county government reform and social governance during the Republic of China was the central content of China's modern state power construction,and was concentrated in the implementation and implementation of new county politics.However,due to the profound constraints of the local social environment and the traditional power structure,this historical process is not only foll of complexity,but also shows the characteristics of localization.This article takes the county political theory of Pingtan County in Fujian Province as the research object in the Republic of China,and attempts to explore and reveal the actual operation of important county affairs such as the reform of the county and the subsequent implementation of Baojia and the establishment of the Senate.The historical characteristics and social mechanisms of modern state power construction in this island area.Pingtan is located on the southeast coast of Fujian.It consists of many large and small islands with Haitan Island as the main island.It has an important coastal defense status in history,especially in the Ming and Qing Dynasties.At the same time,with the immigration and island development,it will be late Qing Dynasty.During the period,the social structure in which the great tribes lived together gradually formed,and it also largely shaped the historical features of Pingtan's modern state power construction during the Republic of China.At the end of the Qing Dynasty,the officers of the official army or the local power formed by"getting rich and diligent"actively participated in the cultural undertakings such as rebuilding the academy and building the Confucian Temple.They played an important role in the construction of major public affairs such as maritime governance and reconstruction of the Chenghuang Temple,and were directly reflected in the Republic of China.In the year,the local elite advocated the“reformation of the county”.In the 1930s,the national government generally set up baojia organization in the countryside and remote islands of pingtan,trying from top to bottom to transfer the state power to the grass-roots society,so as to implement the will of the state.However,the traditional island society,especially the widespread folk forces in remote islands,deeply restricted the social control effect of baojia.The county council is the main public opinion organ in the Pingtan area?in the later period of the Republic of China.Various political factions struggle fiercely,and the formation and development of their forces are often driven by clan factors.The continuing turbulence of local social order and the relative prominence of banditry contradiction in the period of the Republic of China directly affected the county political theory under the state power,and also promoted the further integration and development of local elites and rural forces in civil society in order to seek self-defence,thus promoting the reconstruction of power and historical changes in modem grass-roots society.
