In the modernization of the current globalization wave, on the one hand, Chinese economic achievements have captured worldwide attention and greatly stimulated the economic vitality and individual creativity;on the other hand, the weakening of state control mechanisms have gradually been obvious. Many academics have been discussed and made certain theoretical achievements on this situation, and other scholars such as Xu Yong raised" In the wave of modernization and globalization , for China the major task is to build a modern state with nation - country and democracy - country relatively balanced" "As without the market economy and civil rights as its basis , it would be difficult for a modern civil society to build a modern state; Without a modern state, modern civil society can hardly build up." Not only can these thought and research make support and contribution in theory for the country's political and social development and modernization, but also provide a very meaningful perspective to understand the current political reform .The paper is to commence under the guidance of this themes.In its describing structure , this paper is divided into four parts. Although the logic between them is linked from beginning to ending, each part has its relatively independent tasks and objectives.The first part of this paper is the preamble, and it mainly introduces the theoretical study quo of the status on domestic and international civil society and the research methods of this paper.The second part of the paper mainly introduces the historical evolution of the national concept and the connotations of modern state. Based on combing the historical evolution of the concept of the State, we can find that because of different characteristics of national identity in different civilizations, state bacome uncertainty concepts and there is a boundary between tradition nation and modern nation state. On this basis the modern state connotations have been summarized.The third part focuses on the relations of the civil society and the state. Through the study of the plight of the relations of contemporary Western countries and civil society, then further inquiry the interaction of civil society with the modern state, that is modern state and civil society are interdependent and mutual constraints .The fourth part has exposed that sound civil society is the social foundation of modern state construction, and it is necessary for national transformation to construct a modern state with nation - national and democracy - Country relatively balanced.A sound and normal development civil society must be establised, so that the community will not out of control because of the political volatility.
