A Study On The Effect And Influencing Factors Of The Reform Of Local Government's "Streamline Administration"

In the critical period of building a well-off society in an all-round way and building a service-oriented government,the reform of the government's administrative system plays a more crucial role.Simplifying administration and decentralization,combining management with management,and optimizing service are the important contents of the comprehensive deepening reform in this critical period,which is regarded as the first move to change the government's functions and attaches great importance to by the CPC Central Committee and the State Council.Under the new era background,the reforms of government plays an important role in adapting to the requirements of the development of the socialist market economy,meeting the needs of the masses,innovating and optimizing services,and promoting the modernization of the government governance system and governance capability.Therefore,it is of great significance to measure the effect and influencing factors of local government's administration.On the basis of defining the connotation of the reform of local government's administration.This study explores and analyzes the dimensions of the effect and influencing factors of the reform of local government's administration,puts forward the three dimensions of measuring the effect of the reform of local government's administration and the three dimensions influencing the leadership support,management ability and business process of the reform based on the EU general evaluation framework system and stakeholder theory,and constructs the analysis framework of the preliminary theoretical model.Design 12 item indicators of the three dimensions that can show the reform effect and 12 item indicators of the three influencing factors.Test and analyze the reliability and validity of the scale through the small sample data obtained from pre-survey,and determine the final survey questionnaire with higher efficiency and reliability.Then,taking Shandong Province as an example,a formal questionnaire survey was conducted and 435 valid sample data were obtained.Using descriptive statistical analysis,it is concluded that the level of local government's reform effect and its influencing factors has been greatly improved in the past 2-3 years,the total score level is 5 points or more(out of 7 points),both of which are on the medium-to-upper level.The paper uses AMOS software tools to verify factor analysis of survey data and estimation and test of path model,sorts out the influence mechanism of local government's administration reform effect,verifies the hypothesis in the initial theoretical model,and draws the final conclusion.Finally,the paper analyzes the conclusion and puts forward suggestions to improve the effect of local government's administration.This paper uses the structural equation to build the model of the effect and influencing factors of local government's administration,which is innovative to some extent.The research in this paper has certain reference and guidance significance for improving the effect of local government's administration.
