An Empirical Evaluation And Influence Mechanism Analysis On The Performance Of Local Government Functions Transformation

As the intersection of the reform of administrative system,political system,cultural system and social system,the government functions transformation restricts the whole situation of China's system reform fundamentally.The concept of "national governance modernization" proposed in the third plenary session of the 18th central committee of CPC determines new objective and the whole prospect for the government functions transformation.Since the exploration was started in the 1980s,the local government has conducted a lot of practice on functional transformation,but the academic circle has not clear conclusion on whether the performance of the local government functions transformation is high or low,what the influencing factors are and what the rules expressed by the influencing path are.Therefore,focusing on the above fields,it studies the empirical evaluation of the performance of the local government functions transformation,influencing factors,influencing mechanism with great significance.Based on clearly determining of the connotation of "performance of the local government functions transformation",this paper explores the dimensions of the performance of the local government functions transformation and its influencing factors,and proposes the analysis framework on the performance of the local government functions transformation and its influencing mechanism on the basis of the background and connotation of the Common Assessment Framework(CAF)and China's applicability.After compiling the measurement questionnaire with higher validity and reliability according to the theory,method and procedure of scale compiling,303 effective copies of questionnaire are collected with covering 228 county-level governments.It takes confirmatory factor analysis,descriptive statistical analysis and ANOVA to conduct empirical measurement for the performance of the local government functions transformation and its influencing factors and uses SEM to make the influencing mechanism.The research results are mainly shown in the following:(1)The dimension of performance of the local government functions transformation and its influencing factors.Based on the model of "task performance-contextual performance",it proposes the performance of the local government functions transformation includes the internal optimization performance(task performance)reflecting the local government operation results in functional transformation process and social adaptation performance(contextual performance)reflecting the adaptation promotion degree of local government for external environment.Based on stakeholder theory,it concludes the factors influencing the performance of the local government functions transformation into six categories,namely,leadership,vision and strategy,civil service construction,public resources management,civic participation and administrative examination and approval procedure.The results made by confirmatory factor analysis and empirical analysis of the performance of the local government functions transformation and its influencing factors conform to the above theoretical conclusion.(2)The actual level of the performance of the local government functions transformation and its influencing factors.The performance is in the level above average on the whole,with the highest score in the east and similar scores in central and west China and the east has the higher score than the center and the west with significance.On the scoring of the influencing factors,the administrative examination and approval procedure is the highest while the civic participation is the lowest and they have significant difference.(3)The influencing mechanism of performance of the local government functions transformation.Firstly,the leadership plays a role of mastering the whole situation in the process of the local government functions transformation and is a decisive factor to enhance the performance of the local government functions transformation.Secondly,the administrative examination and approval procedure,as same as the civic participation,has more influence on the relationship between government and market,government and society.Thirdly,the influence of most of factors,such as the vision and strategy,the civil service construction and the public resource management,must be realized through the administrative examination and approval procedure and other supporting measures.Finally,the improvement of the relationship between government and market,government and society can significantly improve the internal optimization performance in the process of functional transformation.(4)The optimization path of the performance of the local government functions transformation.Firstly,it improves the promotion mechanism of leadership in the face of the functional transformation.Secondly,it deepens the reform of the integrated standardization of administrative examination and approval procedure.Thirdly,it strengthens the civic participation in the process of social governance.Fourthly,it constructs the functional transformation insurance system with procedure as core.
