Where there is power,there is the possibility of corruption.In order to curb corruption effectively,China has been conducting anti-corruption operations for many years,the form has changed a lot as well,rom the initial “anti-corruption campaigns” to “power anticorruption” to the now current “institutional anti-corruption”.Although China's “zerotolerance” high-pressure anti-corruption has made great achievements,it also means that we are facing both opportunities and risks now.The future of anti-corruption is either victory or repeating the same mistakes as we did before,and it all depends on what we do now.As Deng Xiaoping said,“It is undeniable that the mistakes of the past are largely due to the leader's ideological style.However,organizational issues as well as issues related to regulations cannot be ignored either.” From my perspective,the key of "institutional anti-corruption" is keeping the public power “staying” in the cage of regulations,instead of just “putting” it in the cage,because "putting" it there cannot prevent it from "jailbreaking".This article is divided into the following five sections.The introduction expounds the research background and research significance of this paper,then summarizes the domestic and foreign literature and status quo of institutional anti-corruption as well as corruption prevention.The first chapter introduces core concepts(such as corruption prevention,institutional anti-corruption and corruption prevention from the perspective of “institutional anti-corruption”),and some basic theories.In addition,through the analysis of a model which explains why corruption happens,the internal logic among power,regulations and constraint of powers is clarified--the regulations can determine the amount of public power during the generation phase;can control public power's scale during the distribution phase;can monitor public power's validity during the operation phase.Then proposes that the core problem which this article wants to solve is: How to minimize the occurrence of corruption by fully supervising and controlling public power during the whole process(including generation,distribution,and operation)by relying on scientific,operative and systematic institutional arrangements.The second chapter introduces the necessity and current situation of corruption prevention in China by giving real cases and summarizing.The third chapter revealed the advantages of corruption prevention research in China from the perspective of institutional anti-corruption,and analyzes the two major dilemmas faced by China's corruption prevention,namely the ambiguity of the "anti-corruption" connotation caused by the non-standardization of individual regulations,and the lag of the corruption prevention rules and regulations caused by the imperfect system.The last(fourth)chapter,by summarizing and referring to the experience of corruption prevention from the perspective of institutional anti-corruption in other countries,puts forward both individual and system level's optimization suggestions and countermeasures on China's corruption prevention from the perspective of “institutional anticorruption”--cleaning up the existing invalid and redundant system,standardizing policy formulation standards and principles,and optimizing the design of corruption prevention system.
