With the birth of power, it is possible to use public power to seek private interests, which causes corruption. Under the politics angle of view, this paper analyzes corruption in China.First, the paper defines public power and corruption, and generally describes corruption in China. Relied on "Public Choice" theory, "Modernization" theory and "Sub-regulation" theory, the paper analyzes the theory reason of corruption. It goes deep into the analysis on institutional factors which cause corruption in China, including power transferring during the institutional change and the drawback of personnel regulation. Then, the paper expounds three stages of fighting against corruption in China from reforming and opening up. It summarizes two mainly ways on anti-corruption in China, which are strengthening ideological infusion and establishing anti-corruption mechanism. However, the ways face some predicaments. The anti-corruption mechanism is not able to supervise effectively without enough power and authority. Ideological infusion makes limited use for officials' self-discipline. At last, the paper puts up some suggestions to treat corruption in China, with the help of learning experiences in Singapore. For the corruption happened along with institutional change, it is necessary to design the institution more strictly. Furthermore, we must arrange power structure in existing political institution, in order to balance the concentrated public power. We also must strengthen the supervision mechanism to restrict public power. We still need to reinforce internal motivation and external punishment on public power executors.
