| Government responsiveness is an important element in the government-public interaction,and government responsiveness strategy is an important topic in responsiveness research.The specific practice of government response to public online appeal plays an important role in enhancing the digital governance capacity of the government.In the face of public online appeal in crisis events,local government responsiveness strategies will also be appropriately adjusted according to the stage of the event,and the government-public interaction relationship will show new characteristics.In the new stage of regular epidemic prevention and control,what are the spatial and temporal characteristics of the current government responsiveness to public appeal on the Internet?What factors influence the government responsiveness strategy?These key questions are not yet clear.In this paper,we attempt to answer these questions by taking a microscopic view of the interaction process between the government and the public,taking the topic of normalized epidemic prevention and control as the research object,and conducting two studies on the textual characteristics of the government-public interaction and the factors influencing the government responsiveness strategy.Study 1 explores the characteristic performance of government response to public online appeal using big data text analysis methods.First,in terms of spatial and temporal dynamics:online government-public interaction shows fluctuation in the temporal dimension,and policy signals and institutional arrangements coexist;in the spatial dimension,the values of each province differ significantly,among which the northern provinces are higher than the southern provinces in terms of demand volume,response willingness and response efficiency.Secondly,as far as the political body is concerned:(1)public regards questioning as a tool,preferring complaints on issues such as vaccination,government management,and information management,with positive and stable emotions.(2)The public focuses on the demands of personal interests,taking into account the social interest claims.(3)Local governments as response subjects are mainly municipal governments at the vertical level to respond,and mainly functional departments and public opinion departments at the horizontal institutions to respond,with more horizontal synergy than vertical linkage in terms of frequency.Finally,local governments have strong willingness to respond,good responsiveness quality and high responsiveness efficiency,reflecting the government’s non-discriminatory responsiveness strategy.Study 2 used statistical regression analysis to verify the factors influencing the government responsiveness strategy.It is found that(1)On the government responsiveness willingness strategy,responsiveness willingness is not significantly influenced by relevant variables,but the responsiveness willingness is stronger when the demands are expressed towards municipal leaders.(2)On the government responsiveness quality strategy,responsiveness quality are influenced by public discourse,public subjects,and government subjects,especially the hierarchy of government and agencies differ in their strategic preferences for taking actions and providing explanations,but emotional expression has no impact.(3)In terms of the government responsiveness efficiency strategies,public discourse,public subjects,and government subjects all have an impact on responsiveness efficiency,which strengthens the explanatory power of the theoretical analysis model.The above results indicate that local governments choose complex response strategies in responding to public online appeal,with undifferentiated comprehensive responsiveness and preference-specific selective responsiveness affects the government responsiveness practices.Integrating the empirical results of big data text analysis and statistical-econometric analysis,this paper puts forward the following suggestions for continuing to optimize the government’s strategy of responding to public appeal on the Internet:First,strengthen the system construction refinement,further clarify the response time frame and implementation of accountability mechanisms.Second,deepen the cognition of digital big data and broaden the application scenarios of digital governance.Third,expand the functions of the new government media,enhance the responsiveness of the government,strengthen the ability to disseminate information,and promote the continuous development of government-public interaction for the better. |
