The "Responsive Trap" Of The Online Governance Platform

With the coming of information age and the rapid development of Internet,citizen participate in politics,anytime and anywhere through the network to express public opinion has become an important content of democratic political life in modern society,the government began to set up the Internet platform asked in a timely manner to people,ask government to the people,network asked administration can not only realize effective political people interaction,also for the government to provide referential basis for the scientific decision,more enhance the government credibility.The Internet not only expands the scope of national governance,but also promotes the government to change its own functions,and promotes the seamless communication between the public and the government.As China's Online Interactive Politics is in the initial stage,there are still many deficiencies in the current operation state of the platform,such as imperfect response mechanism,lack of supervision institutions,imperfect relevant laws and regulations,and unrefined appeal categories.The government's response is not timely,not positive,lack of personalized response,information is relatively closed,the appeal of the resolution of the lack of problems.Platform of categories is not enough refinement can make citizens will appeal to "misplaced" category,coupled with the government officials to think bad treatment or unable to solve the appeal of simple rough classification to the unreasonable demands,lead to the core issue of appeal cannot be response,citizen's patience was exhausted,over time,the government credibility and government governance will be impeded.If the government does not break through this "bottleneck state" at this stage,it will hinder digital government governance and eventually lead to unpredictable consequences.Therefore,it is an important issue to discuss how to improve the government response ability and find countermeasures to avoid the failure of government response.By positive method,in view of this,the author will select C province between January 2011 and December 2017,the People's Daily online local message board the leadership of the government response to the text,choose content for "not unreasonable" scientific classification of the message and reply as sample data,through the C province,respond to the demands of citizens network message condition of sample data analysis,by clarifying relevant concepts and theories to find resolution at this stage of the government in response to whether sex into the standard of "responsive trap".The study found that at the present stage,the government's responsiveness is generally faced with such problems as low response efficiency,incomplete response procedures,mechanical response content,and insufficient interaction between the response content and citizens,and proved the existence of "responsiveness trap".The research results show that the present stage,the provincial government in the face of the rapid growth of citizen C network causes of "responsive trap" are mainly concentrated in response to the party,the public square,mechanisms,factors,technical factors from several aspects,embodied in the lack of government service concept,in response to system is not sound,suspicious of "unreasonable demands" resolution,for the people service mechanism is not sound,imperfect supervision mechanism,application platform construction holes,public service personnel quality promotion and so on several levels.In order to avoid the "responsive trap",this paper puts forward countermeasures and Suggestions from the four aspects of government,public,system and technology.It is hoped that through the improvement of the response ability of C provincial government,the benign interaction between the government and citizens can be realized,and the government's response ability can be improved in the context of citizen network political inquiry.
