With the changing of network information technology,data increasingly change the traditional way of life and work,people more and more via mobile devices to obtain what they need information and various services,big data era makes people's life more convenient,but at the same time,convenience and cost,the public needs in the face of personal information leakage risk of big data era.We also heard because of personal information leakage of tragedy,so how to protect personal information such as,reduce the risk of personal information leakage,how can individuals,businesses and government with the cooperation of the three parties to reach a certain cooperation mechanism,inhibit the generation of this kind of risk,reduce the risk of harm,is imminent.Now the academia and the legal sector are calling for the government to play a greater role in protecting personal information.Our government has also made some rules and regulations,but the information explosion power brought by the era of big data is huge,and the ordinary "fence" has been hard to stop.Big data itself is not a problem,it is a kind of resource,but the characteristics of the market will lead to the leakage of personal information resources.How to supervise,how to regulate and protect personal information and how to guarantee the creative personal information resources of enterprises has become a problem that has to be faced.Based on the above background,this paper mainly discusses how the government protects the public's personal information and how the government performs its functions in the era of big data from the perspective of government responsibility.This paper consists of five parts,focusing on the government's responsibility for personal information protection in the context of big data.First of all,in order to lay the writing foundation of this paper,the first part introduces the research background,research purpose,research significance,domestic and foreign research status,research content and research methods of this paper,and describes the research route of this paper at the end.The second part elaborates the relevant concepts of big data and personal information and the theoretical basis of this paper.This paper mainly introduces the understanding and views of academia on big data,personal information protection,government responsibility and personal information protection.The third part mainly expounds the problem of the lack of government responsibility for personal information protection under the background of big data.Mainly include:It is difficult for various government departments to clarify the purpose of other social organizations to use personal information,failure to effectively integrate personal information on the real topic,and insufficient to excavate and protect personal data and personal information;The government's supervision mechanism for the use of personal information by enterprises is also not perfect,resulting in illegal transactions and leaks of personal information.The fourth part mainly analyzes the reasons for the lack of government responsibility in personal information protection under the background of big data.It mainly includes:the lack of public awareness,and the lack of large-scale voice to make the government aware of the public's demand for personal information protection;Due to the particularity of big data,the government does not know how to fulfill its responsibilities.Government function crosses and function is absent.The fifth part mainly discusses the ways to improve the government responsibility of personal information protection under the background of big data.It mainly includes:formulating relevant laws and regulations;To establish special functional departments;Strengthen the publicity of personal information protection;Improve the ability to control the network and other aspects.
