Research On The Government Responsibility Of Personal Information Protection In The Era Of Big Data

In the 21 st century,Network information technology is increasingly developed,the rapid development and wide application of information technology have promoted the progress of global information technology.Global information technology has entered the era of big data.The coming of the era of big data not only enriches our entertainment and facilitates our lives,but also causes the leakage of personal information of citizens due to the improper collection and utilization of data.Increasingly serious,citizens in daily life,some personal privacy,life and property security are facing the threat of personal information disclosure in the era of big data.The era of big data provides the basis for the collection and utilization of personal information,but it also brings about the conflict between the right of citizens to use personal information and the right of citizens to privacy in the era of big data.This paper theoretically interprets the concept definition,theoretical research and current characteristics of personal information protection in the era of big data.Based on the theory of personal information self-determination,responsible government and privacy management,it uses the methods of literature research,comparative research and qualitative analysis to study the measures and effects of government responsibility for personal information protection in the era of big data.Through the analysis,it is concluded that the reasons for the problems of personal information protection under government responsibility are the imperfect law,the inadequate implementation,the occurrence of a large number of illegal activities,the supervision of self-theft,the inadequate sanctions and the poor effect.For these reasons,drawing lessons from the legislative model and practical experience of foreign governments,we formulate a personal information protection law that adapts to our national conditions.Taking the personal information protection law as the basic law,the one-way law and the industry self-discipline as the supplement,this paper puts forward the corresponding countermeasures to enable the government to clearly assume the responsibility of protecting citizens' personal information.fulfill the responsibility of protecting citizens' personal information,prevent and plug the loopholes in the protection of citizens' personal information,make citizens feel safe and ensure citizens' daily life and personal safety.And property security.
