At present,the inflo\w of population leacds to a very tense relationship between supply and demand of urban housing,and the life of migrant workers is not guaranteed.Under the background that the central governnment has made clear the direction of housing system reform with simultaneous rent and purchase and vigorously developed the housing market,and local governments explore diversified land supply and rental housing development models,in August 2017,the Ministry of Land and Resources and the Ministry of Housing,Urban and Rural Construction recently formulated and promulgated the Pilot Scheme for "Building Rental Housing with Collective Construction Land".The first batch of pilot projects will be carried out in 13 cities,including Beijing,Shanghai,Shenyang,Nanjing,Hangzhou,Hefei,Xiamen,Zhengzhou,Wuhan,Guangzhou,Foshan,Zhaoqing and Chengdu.The use of collective construction land to build rental housing is another major reform plan made by the central government focusing on the overall development of new urbanization.It is of great significance to establish and improve the long-term mechanism of stable and healthy development of real estate.The pilot promulgation of collective construction land rental housing has the following main effects:increasing the source of residential land and the supply of rental housing,revitalizing inefficient collective construction land,promoting the optimal allocation of collective land,having an impact on the housing market structure,improving the structure of the rental market,illusion of the situation of land and financial constraints in affordable housing,and increasing Farmers' income to promote the integration of urban and rural economic and social development.This paper summarizes the current dilemma of collective construction land rental housing through the analysis of advance projects and questionnaire research.The predicament mainly includes:the legal predicament,the difficulty of project location,the lack of enthusiasm of local government,the difficulty of fund raising,the lack of market-oriented resource allocation,the absence of supporting policies in the pilot process and the lack of a sound income distribution system and so on.Then,through the theoretical analysis of the two pilot projects in Xiaoshan District of Hangzhou City,the author summarizes the characteristics of the pilot project of renting housing for collective construction in Hangzhou:the relevant subjects have strong willingness,the implementation is smooth,the government support is high,and the relevant indicators are broken according to local conditions.The two-way benefit and the return of local economic development;at the same time,it summed up the breakthroughs in the process of Hangzhou piloting,such as difficulty in site selection,difficulty in fund raising,lack of supporting policies in the pilot process,and insufficient support around the pilotBased on the above analysis,the author starts with the driving and risk factors of collective construction land rental housing,constructs the driving and restricting mechanism,perfects the mechanism content from the aspects of site selection,land access,examination and approval,fund raising,operation management and supervision,and puts forward relevant proposals from the legal,institutional and operational levels Policy recommendations.
