The United Nations Security Council(UNSC)adopted Resolution 1325 in October 2000.This resolution opened up new areas because it not only recognized the positive role of women in maintaining peace and conflict prevention,but also recognized the rights of women to participate in politics as a decision maker in the process of conflict prevention and conflict resolution peace building.After that,the United Nations adopted a series of resolutions on Women Peace and Security,respectively,seven resolutions such as 1820,1888,1889,1960,2106,2122,2241,which together constitute the Women Peace and Security agenda.In order to change from "ideal" to"reality",the UN Security Council's presidential statements in 2004 and 2005 respectively called for Member States to develop national action plans or other national-level strategies and continue to implement Article 1325(2000).Resolution No.,this is the obligations and responsibilities of all Member States.As of November 2018,the Peace and Freedom Women's International Alliance(WILPF)survey shows that 79 UN member states(40%of the total number of UN member states)have signed national action plans.Portugal has developed a National Action Plan in 2009 and is committed to the implementation of this agenda.There are now National Action Plan 2009-2013 and National Action Plan Revision 2014-2018,and the new National Action Plan has just signed in February 2019,the National Action Plan is a three-year National Action Plan Third Edition 2019-2022.This paper analyzes the specific content of the Portuguese Action Plan and analyzes Portugal as one of the EU member states and one of the most important countries in Western Europe.The purpose of this thesis is promoting the implementation this agenda in Portugal and "localize" this issue with Portuguese characteristics in its process of implementation.Try to answer how Portugal s leadership as a community of Portuguese-speaking countries plays an important role in the Community so that this agenda can be effectively implemented.In conclusion,the achievement of the national plan of action not only fulfilled the mandate of the President of the UN Security Council on member states,but also strengthened the role of Portuguese women in the peace process.Most importantly,the development of national plans for the realization of Portuguese-speaking countries in Africa provides a reliable reference.
