Research On Problems And Countermeasures Of Illegal Tobacco Sales In Internet

In recent years,with the rapid development of Internet transaction technology,there have been more and more illegal activities using the Internet.Among them are illegal sales of imported cigarettes,counterfeit cigarettes,the issuance of illegal information concerning cigarettes to attract consumers,the use of online transaction settlement,and logistics delivery.Sales and other phenomena.This type of illicit cigarette-related illegal behavior is hidden,the relevant departments investigate and deal with the difficulties,even if it is found it is difficult to reach the limit of the penalty,so it is used by more and more lawbreakers,which brings a serious impact on the normal cigarette monopoly market,not only It disrupted the order of the normal cigarette sales market and seriously damaged national interests and consumer interests.If it does not take effective measures as soon as possible to combat it,it will inevitably cause incalculable consequences.It can be seen that strengthening the supervision of Internet-related illegal activities has become a key and difficult issue in tobacco monopoly management.This paper uses the combination of theoretical and empirical research,literature and comparative analysis,and case study methods.It first summarizes the relevant concepts and theoretical basis of this study,and elaborates the urgency of the development and supervision of Internet-related illegal activities.Then,taking the Chengbei Tobacco Monopoly Bureau of Fuzhou City as an example,it analyzes the status quo of supervision of Internet-related tobacco-related violations,and points out the main problems existing in supervision:the mismatch between the supervision concept and the development of the Internet,the limited law-enforcement force,and the low quality of the team.The application of data and processing capacity are relatively backward,the Internet is relatively passive in the supervision of illegal acts involving tobacco,and there is a lack of regulatory laws and institutional guarantees.Furthermore,it analyzes the causes and difficulties of the Internet regulation of illegal cigarette-related violations,that is,the difficulty of tracking the Internet-related illegal cigarette-monitoring objects,the difficulty of finding out the illegal subjects and addresses,the difficulty of judging the jurisdiction,and the difficulties in investigation and evidence collection.Finally,on the basis of learning from the experience of domestic grass-roots organizations,we propose to adapt to the trend of the Internet,change the regulatory concept of the tobacco monopoly market,start with logistics supervision,establish a linkage and collaboration mechanism,improve supervision efficiency,build a regulatory information platform,explore multiple approaches,and improve supervision.Technical means;improve the assessment mechanism,strengthen the supervision team;introduce relevant laws and regulations as soon as possible to ensure the healthy development of the tobacco monopoly market.
