This research paper concentrates on the construction of sale net of china tobacco, after china joining WTO, according to the modern marketing theory and method. This paper is divided into three parts. The first part deals with the characters of tobacco market and tobacco monopoly system. The second part focuses on the significance of accepting challenge from WTO with tobacco sale net. The third part studies and discusses methods, which should be adopted when basic level tobacco companies construct the sale net of tobacco.
