with the implementation of the responsibility system of public sector,the public sector's performance appraisal system and its construction problem have aroused wide public attention.In particular,the importance and necessity of performance appraisal methods are highly recognized.This thesis research to our country's public sector performance evaluation as the background,discusses how to use the balanced scorecard tool,establishing a more effective public sector performance evaluation system and method,to guide the reform practice of the public sector performance.The balanced scorecard is a known as "organizational performance evaluation system of the future"management tools,with the effectiveness of integrating strategic management and performance management,worldwide accepted by more and more organizations.The purpose of this paper is to 14 strategic enforcement of the public sector in our country,strengthen the strategy oriented performance evaluation,to avoid the overall targets,and the social public welfare and service so as to make the performance evaluation of the right organizational goal oriented,made all the members of the public sector to serve the overall strategy,efforts to improve the implementation of the strategy,solve the organization strategy formulation and strategy implementation disconnect divorces,strategic management and performance management.Thesis through using the successful experience of western public sector with the balanced scorecard,the balanced scorecard management thinking into the performance evaluation of the quality supervision bureau of quanzhou,build for quanzhou quality supervision bureau of the balanced scorecard system.The main research contents of the paper include:first,this paper introduces the background,research significance,the present situation of domestic and international studies,and introduces the research methods.Second,public sector performance management present situation in our country,the problem of public sector performance management in our country and the reasons for analysis and establish the balanced scorecard as the core of the meaning of public sector performance management mechanism.Third,the implementation of the balanced scorecard in the public sector,the necessity and the design principles of the performance management index of the public sector.Fourth,quanzhou quality supervision bureau balanced scorecard evaluation system design.Fifth,balanced scorecards in the public sector.It is hoped that the improvement of performance evaluation of public sector in our country has some reference significance.
