With the rapid development of social economy, the public sector is playing an increasingly important role in the economic life. Therefore, it is necessary to improve its efficiency and efficacy.Public sector performance management is an effective way to improve public sector efficiency and effectiveness,some developed countries put a lot of effort in it, especially from20century late in70, Britain, the United States, Japan, Australia and other countries led the "the new public management movement" start. After that, other western countries in this reform tide also put the reform of the government actively. Today, the performance management is introduced gradually by many domestic and foreign public sectors into their management.Of course, our government also has always attached great importance to the performance management problems, but our country public sector performance management then is in the developing stage, there are many disadvantages. In concept, it is unclear to the connotation and guide of the performance management, often it is taken as a kind of control tool; In the specific management process, it is separated with the department’s mission and strategic, not taken the strategic management as the center; In the index system, the index is mostly output indicators, internal management index is less, and is lack of causality between index, it is hard to improve the government’s performance; In the development of the management, it is present in the internal performance evaluation stage, lack of internal and external balance, and haven not risen to the level of management. In view of the above some problem, it is necessary to study western some good practices, to make our country public sector performance management more science.The balanced scorecard (BSC) is put by its founder Kaplan and Norton in1992, for an advanced performance management tool, it is regarded as the most influential strategic management tool of the75th anniversary by the Harvard Business Review. BSC is a strategic index synthesis appraises system, which regards the organization strategic goal as a center and uses the causal result as an analytical method. This system can transfer the task and decision into detailed goal and appraisable index. Surveying from organization’s finance, customer’s interior operation, lean and grow. Although the starting point of the BSC is to improve the performance of the private sector management level, but when it is used to improve the government and non-profit organization’s performance management level, achieved better effect. It is transplanted from the enterprise to public sector, the application of the public sector in foreign countries has very good effects, we have the necessary to learn and introduced into China in the public sector performance management.Firstly, this paper makes a research on the performance management and the Balanced Scorecard theory. Based on the Balanced Scorecard concept, an analysis of the relationship between the four structural elements of the Balanced Scorecard will be made, and then the advantages of the Balanced Scorecard applications and the situation of its application in enterprises and public sector will also be given. Secondly, the paper explores the definition and significance of public sector performance management, and makes an analysis on characteristics and some existed problems of the public sector performance evaluation system in China and abroad. On this basis, the feasibility of Balanced Scorecard performance evaluation for the public sector will be demonstrated. And a framework for the public sector performance evaluation index system is built. So as some influencing factors of this index system and the content of the public sector Balanced Scorecard is analyzed. Finally, the paper takes the JK county people’s procurator ate as an example to introduce the Balanced Scorecard as a performance management tool, and then turns the sector organizations’vision into specific plans. Through defining the mission of the cases and making the sector’s strategic plans, a strategy map can be formed, and then its performance management system will be set up. The effects of its application and the strategic suggestions can be analyzed and summarized. All of these can make a reference for the public sectors to improve their performance and enhance the quality of service.
