| In April 2019,Fu Zhenghua,Minister of Justice,proposed deepening the construction of public legal service system,speeding up the integration of legal service resources such as lawyers,notaries,judicial appraisal,arbitration,judicial institutes and people's mediation,and building a full-service,full-time legal service network as soon as possible.Specifically,the public legal service in China is the basic,service and guarantee work of running the country according to law in an all-round way.It is led by the Party committee,led by the government and participated by the society.It provides public legal service facilities,service products,service activities and other related legal services to meet the growing demand of various subjects for legal services in public life.Based on this,rural construction under the rule of law as an important part of the overall rule of law,vigorously promoting the construction of rural legal services has become an important content and task of judicial administrative organs at all levels in the new era.In the important stage of rural development,the demand for legal services in rural areas is increasingly strong,and the shortcomings of legal services in the process of promoting the rule of law in rural areas are becoming increasingly prominent.Therefore,in the process of promoting the strategy of rural rejuvenation in an all-round way,the quality of rural legal services has a direct impact on the construction of China under the rule of law,and has an important impact on promoting the rule of law in an all-round way.Firstly,this paper takes Rural Revitalization Strategy and rural construction under the rule of law as the research background.Firstly,it defines the concepts of rural,legal service and rural legal service,clarifies the regional scope of the paper and the scope of discussion.Secondly,it expounds the transformation and new requirements of rural legal service in the current social governance mode.Secondly,by consulting relevant information,the author discusses the current situation of rural legal services in Aksu area,including the basic situation of Aksu area,the reliability and validity test of questionnaires,and the achievements of rural legal services in Aksu area.Among them,the achievements mainly include the gradual growth of the legal service team,the effective resolution of conflicts and disputes at the grass-rootslevel,the preliminary completion of the legal service platform,and the provision of favorable policy support for rural legal services.Thirdly,this paper combines questionnaire survey and in-depth interviews to investigate the basic situation of rural legal services in Aksu area,including insufficient participation of legal services institutions,urgent need to broaden the content of services,single channels of publicity,low legal literacy of farmers themselves and imperfect construction of service platforms.Fourthly,the author separately analyzed the reasons for the achievements and shortcomings.The reasons for the achievements include the increasing attention paid by the state and government to legal services,the large influx of talents from nearby universities to the grass-roots level,the influence of the core construction area of the Silk Road Economic Belt in Aksu region,and the innovation drive of Internet technology and information technology.The county's economic development level is relatively slow,the judicial resources are relatively scarce,the development level and speed of the rule of law is relatively slow,and the speed of network development is limited.Fifthly,this paper puts forward countermeasures and suggestions to improve rural legal services in Aksu area,including: integrating various social resources,enhancing the participation of institutions;enhancing farmers' legal literacy,enhancing self-protection awareness;expanding the content of rural legal services,enriching the channels of legal services;promoting the integration of the three platforms by means of information technology,and improving the ability of legal services. |
