Research On The Reporting System Of Personal Affairs Of Leading Cadres

The leading cadre personal reporting system(referred to as the "declaration system")is one of the components of the party's internal laws and regulations.It is a cadre supervision system with Chinese characteristics,which plays an important role in supervising and restraining the "key minority" of leading cadres holding power to breed corruption.As the saying goes,"preventing problems before they happen",preventing corruption is more important than punishing corruption.The perfect declaration system can always remind leading cadres to prevent micro-duration and prevent the breeding and spread of corruption from the source.Since 1988,China's declaration system has begun to reference the extraterritorial declaration system and has been explorin for more than 30 years.The subject of declarations has been continuously expanded,the scope of declarations has been gradually expanded,and the application for reporting has been continuously improved.However,the problems of falling to report,underreporting and not reporting as required are still outstanding,which restricts the effectiveness of preventing corruption to a certain extent.This paper mainly analyzes the problems existing in the regulations and implementation of the current reporting system to explore and improve China's reporting system.Based on the development process of the declaration system,this paper sorts out the main contents of the declaration system,and discusses the theoretical basis of the existence of the system.It analyzes the status quo and problems of China's declaration system from the level of central document regulation and local practice exploration.On the basis of the legislative level,the open level,and the accountability,the paper analyzes and summarizes the useful experience of countries and regions outside China,In order to provide a valuable reference for China's reporting system.Finally,this paper puts forward the application system is suitable for the"central legislation,empowerment of local"path model,from the "declaration-check-disclosure-accountability" four links into the legal system,specifically from improving the declarating subject,declarating matters,declarating time and type,acceptance and check,disclosure and accountability system from six aspects to consider improving the relevant content of the system,and establish relevant system supporting implementation to ensure the effective operation of China's reporting system.
