Research On Preventing Village Cadre Corruption In The Process Of Viilager Autonomy

Compared with the prevention of officials corrupt in general, village cadres corruption is in the unique background of villagers autonomy system, which theoretically emphasising on democracy has fundamental corruption prevention function, however some actual model development difficulties exist in each link. Due to some institutional defects it to some extent provides objective corruption opportunities and conditions to village cadres corruption. This article takes Dongying city, Guangrao county as an example, analyses the existing difficulties which objectively for village cadre corruption in the development process of the villager autonomy system, and then puts forward countermeasures and suggestions in perfecting democracy rules and democratic procedures.According to the qualitative and quantitative analysis of the village cadre corruption of Guangrao county in recent five years, the causes of corruption based on the villager autonomy system lies mainly in the following four aspects:the multiple problems in the democratic election, the deviation in the democratic decision-making, undemocratic in the democratic management, weekly democratic supervision.The suggestions are focused on improving the mechanism of the villager autonomy system,so as to eliminate opportunities and motivations for corruption,and ultimately to achieve the control of the village cadre corruption. These countermeasures mainly includes the following four aspects:firstly perfecting the democratic election system with the basic requirements of fair, orderly and direct,secondly perfectting the democratic decision-making system of broad participation and the deliberation and negotiation,thirdly perfecting the system of democratic management with the main features of highlighting content and various forms,fourthly perfecting the democratic supervision system with the fundamental requirements of guaranteeing and regulating the rights.
