Land resources are the material basis and fundamental carrier of ecological civilization and green development.It is the foundation of the stable and healthy development of the economy and society.The unified management plays a significant role in investigation and collaboration of land resources and natural energy.However,the establishment of the unified land resources management ministry is facing very complex challenges.Many historical issues accumulated in the government organizational structure,as well in the workflow of administrative activities.Meanwhile,many local cities in China do not have any natural resources management ministry at all.This paper will further discuss the status quo of natural resources management ministry in local cities;compare the current situation with the vision of the Three Determinations plan established by the State Council;reveal the unclear and overlapping responsibilities in the organizational structure and the administrative activities;and propose how to optimize the internal collaboration between internal organizations in order to enhance the administrative efficiency of the natural resources management.The main contents and conclusions of this paper are as follows:(1)This paper studies Jiamusi City as a case analysis object of internal organization and coordination of local natural resources administrative departments,and explores its existence with the status quo and problems of its natural resources and natural resources administrative organization management.The problem.(2)Conduct research on the relevant institutions and settings of land and resources management before formation.Based on the geographical location and natural resource structure of Jiamusi City,analyze the relevant administrative organization and management before the formation,analyze the organization setting and human resource allocation,compare the new three-fixed plan,and draw the departmental functional structure of the local administrative organization before the formation.It is not clear,the communication assistance between the units at the same level is not ideal,and the management system needs further reform and other issues.(3)Internal organization and management of natural resources after establishment.By analyzing the internal organization and relationship,personnel setting and matching degree of the natural resources department after the establishment,the new problems faced by the natural resources administrative management after the establishment are found out,that is,the local institutions are not adapted to the department staffing,and the department’s three-set plan and actual functions exist.Deviation cannot meet the needs of work that keeps pace with the times.(4)Analyze the reasons for the formation and propose feasible countermeasures.On the basis of the analysis of the factors affecting the internal organization and management of the natural resources management department of Jiamusi City,it is proposed to establish a multi-agent management model and build a three-step management model to improve the internal organization and management problems of natural resource management departments,so that all departments can smoothly transition.And give three safeguards,namely,strengthen information communication,establish a functional training mechanism,and deepen reform efforts.The research results of this paper provide effective support for the internal organization and coordination of local natural resources administrative departments from the theoretical aspect,and provide a scientific basis for promoting the sustainable development of natural resources in China. |
