A Research On Government Legal Responsibility In Privatization Of Preschool Education

Pre-school education,primary education,secondary education and higher education,which are clearly defined by law,they constitute the national education system of our country.Among them,pre-school education is the beginning of civic education and plays a pivotal role in the entire education system.It is also very important for cultivating citizens' cognitive ability,personality cultivation,cultivation aesthetics,and value system.After the introduction of the "Private Education Promotion Law" in 2000,private pre-school education has developed rapidly,but there have been many problems in the process of privatization of preschool education.In the face of the chaos of privatization of preschool education,the government's legal responsibilities have changed too.Under the classical liberal legal paradigm,the state shoulders the national obligation to guarantee the basic rights of citizens.As the executor of the national will,the government also shoulders corresponding responsibilities.According to the provisions of Article 46 of our Constitution,receiving education is not only the basic obligation of our citizens,but also the basic right.Preschool education is the beginning of the national education system.The right of preschool education is also a basic right.After the privatization of pre-school education,only the role of the government as a direct provider of pre-school education has changed into the pre-school education arranger.In this process,the basic rights of education have not changed,so in the face of privatization of preschool education,the government still bears corresponding legal responsibilities.Since the role of the government in the privatization of preschool education has changed,its legal responsibility has also changed.After the government partially waived the responsibility of direct supply,its legal responsibility has been changed into a guarantee responsibility.Include prior Regulatory responsibility,establishing access standards and basic order for private pre-school education,while respecting and safeguarding the diverse pre-school education needs of school-age children.Guarantee responsibility in the process of privatization,the government also undertakes the legal responsibility of ensuring the adequate provision of private preschool education and guaranteeing the quality of preschool education in the privatization of preschool education.Responsibility after the event,when various situations lead to privatization of preschool education is difficult to continue,citizens' preschool education needs still exist,the government should act positively to ensure the uninterrupted supply of preschool education services.For private pre-chemistry education,the government also bears responsibility for the aftermath of various disputes and problems.
