Proposed Legislation Draft For Pre-school Education In Shenyang

In recent years, with the rapid development of pre-school education, people payclose attention to the problems arose in the field of pre-school education. Massmedia exposure of the problems therein has led massive scholarships and professorsin the field to discuss deeply on the legislation thereof. Under the state council, theministry of education also offered to establish a nationwide pre-school education actin order to regulate the development of the pre-school education, and to protect legalrights of pre-school students, and to maintain the quality and quantity of pre-schoolteachers. At the provincial and municipal level, Beijing, Hefei, Jiangsu and Shanghai,etc, have formulated pre-school education regulations of their own respectively,which specifically stipulated the source of financial support for pre-school education,guarantee of pre-school teachers, rights protection of pre-school students, etc,therefore laid a solid legal basis for local pre-school education development.There are three parts in this paper: legislative background of pre-schooleducation in China, the necessity and feasibility of the legislation on Shenyangpre-school development, the complete legislation draft. The first chapter hassummarized problems and questions in the development progress of pre-school ofChina. Though the said research, I have learned some experience and lessons for thelegislation draft herein. The second chapter has set the practical ground for thelegislation draft by analysis the various factors that affect the development ofpre-school education in Shenyang. Trough the legislative emphases summarizedabove, the third chapter specifically discussed the nature of pre-school education,maintenance of children rights, guarantee of teachers’ rights, qualifications of settingpre-school institutions, guarantee of finances for pre-school institutions, punishmentmechanisms, etc. Beside the draft, there are explanations and reasons for each draftarticle when necessary.
