In recent years,the number of countries providing foreign aid has been increasing.Foreign aid is no longer a policy unique to developed countries.Many emerging developing countries have also changed from aid recipients to aid providers.Although India has been an aid recipient for many years,India is gradually increasing its foreign aid budget.India’s loan and grants to neighboring countries have increased dramatically since the 21st century,and the surrounding areas account for more than half of India’s total aid.India’s assistance programs for small neighboring countries are not entirely altruistic,but have clear interests and The purpose is to support India’s aid spending in the periphery.This article focuses on India’s goal of providing assistance to neighboring countries,and analyzes the benefits that India has gained through aid,and studies the implications of India’s foreign aid for China.This article provides an in-depth analysis of India’s goals,principles,and management executives for neighboring countries,this paper sorts out India’s assistance to seven neighboring countries,namely Bhutan,Nepal,Bangladesh,Myanmar,Afghanistan,Sri Lanka and Maldives.This includes project assistance,human resources training and humanitarian assistance,and summarizes the characteristics of India’s assistance to the periphery.Finally,this paper analyzes the achievements,problems and impacts of India’s assistance to neighboring countries,and puts forward some thoughts on China’s future foreign aid system norms and the establishment of a big country image through aid.This paper argues that India’s foreign aid intention is to safeguard its national interests in the periphery,and its motives can be divided into political security motives and economic development goals as well as humanitarianism.Among the seven neighboring countries,India has provided assistance in different forms and sub-fields for different countries.For example,India assisted in the construction of hydropower stations in Bhutan and Nepal and imported electric power,providing humanitarian assistance to Afghanistan,assisting the construction of the Bangladesh Highway to connect the northeastern states of the country,and providing human resources training and scholarships to neighboring countries.India’s assistance to neighboring countries not only safeguards its own interests,but also establishes a good image and promotes the economic and social development of neighboring countries.However,due to factors such as imbalances in powers with neighboring recipient countries,some aid projects have also hurt the interests of neighboring countries,and the slow implementation of aid projects and mis-estimation of aid capacity have also reduced aid efficiency.India and China are both emerging donors and have proposed new aid concepts different from the past.India’s aid concept and experience to neighboring countries is worthy of China’s reference.In the future,we can improve the efficiency of China’s foreign aid by sharing the aid experience of emerging donor countries,and then further consolidate the image of the responsible country.
