Research On Community Home-based Support For Old People For The Gongshu Mode Of Hangzhou

Every family has an elderly person,and everyone will grow old.Gongshu District of Hangzhou City,as an old city and an industrial cluster in Hangzhou in the 1980s,has gathered a large number of old communities and elderly retirement groups.As of 2015,the aging level of Gongshu District is still higher than the average level of Zhejiang Province by about 4%.Facing the severe demand gap for elderly care,Gongshu district government has integrated resources and try to explore a new development mode of home elderly care services,gradually create a community-based "Gongshu mode" with"1234+X"comprehensive service as the framework and"Sunshine elderly home"as the platform.Based on the theory of socialist human rights with Chinese characteristics,social security theory,service-oriented government theory,welfare pluralism theory and public product theory,this paper relies on the Constitution,the 19th National Congress report,and the latest promulgation policy as the basis of laws and regulations.It adopts questionnaires,field interviews,literature methods and other research methods to conduct research on the"Gongshu mode",analyze its structure and operation mechanism,combine the supply and demand situation to evaluate its operational effectiveness,find out and summarize the problems to be improved,and propose countermeasures and suggestions,so as to help enrich the theoretical knowledge system of the elderly disciplines,and further improve the relevant data in the construction of home-based elderly care services at this stage.The"Gongshu mode"is an innovative community home elderly care service mode and a product of the development of the elderly care industry.Researching and perfecting this mode not only meets the requirements of the development of the times,but also caters to the rising elderly care needs of the elderly.It can provide new ways to explore the development of the current community elderly care service,and also provide more development ideas for the innovation of the current community home elderly care service.At the same time,this paper also attempts to explore the replicability of this mode,hoping to provide some enlightenment and contribute to the efforts of the elderly to "be looked after properly"under the anxious aging trend.This paper is divided into four chapters:The first chapter introduces the research purpose and significance of this topic,the research methods and innovations of this topic,and the status of research at home and abroad.The second chapter outlines the content and structure of the"Gongshu mode",and traces its theoretical basis and legal basis.The third chapter focuses on the status of the"Gongshu mode".It combines the questionnaire survey and the field interview and tries to analyze the operation mechanism of the current"Gongshu mode"and evaluate the operation effect of the mode.At the same time,it identifies issues that are worthy of attention,such as infonnation asymmetry between entities,unbalanced development between service platforns,service continuity problems of third-party enterprises,gradually widened supply and demand gaps in medical resources and volunteers with high mob:ility and low service duration,etc.IThe fourth chapter starts from the aspects of platform optinization,multi-center governance,resource:integration,service capacity building,etc.,and gives suggestions for improving the"Gongshu mode".Finally,the author summarizes the research conclusions of this topic and looks forward to the future development of this topic.The innovation of this paper is mainly reflected in the field experience based on the community home elderly care service in Gongshu District.It combines the constitution,the latest local policies and regulations,and the knowledge of public management theory,expounds the framework connotation of the"Gongshu mode",evaluates the application effect of the mode in practical work and supplements it with argumentation.At the same time,it also points out the problems under the current operating mechanism and possible problems in the innovative mode and proposes targeted strategies for improvement.
