Trilateral development cooperation is a new development cooperation model that traditional development donors,emerging economies and recipient countries take actions to promote the development of recipient countries.It's a "South-North-South" cooperation model that combines North-South cooperation and South-South cooperation.Under the background of the rise of emerging countries and the failure of Western traditional development aid models,Western developed countries re-considering the international development assistance system.Meanwhile,western countries are trying to incorporate emerging donors such as China into existing international aid systems,and continue to maintain its dominant position.In this context,the trilateral agricultural development cooperation between China and UK in Africa has become an exploratory practice of the “South-North-South”model.First of all,it sorts out the formation process of different models of agricultural development cooperation between China and UK,summarized and contrasted the differences between the two models,and find that there are certain differences between China and UK on the development cooperation model and illustrate a mutual influence.Secondly,from the perspective of the UK's compliance with the EU's foreign development cooperation policy,it explored the origin and development of China-UK non-three-party development cooperation,and analyzed in detail the different expectations of China-UK participation in trilateral cooperation.Then,taking the trilateral agricultural cooperation between China,UK and Africa as an example,the cassava and tilapia projects implemented by China and UK in Uganda and Malawi were mainly investigated.While affirming the effectiveness of the trilateral agricultural cooperation,it was found that there were problems such as long negotiation cycle,high cost,low participation of African countries and insufficient prior investigation.Finally,it analyzes the prospects of China-UK-Africa trilateral cooperation from different angles.Among them,the complementary advantages of China and UK,the common experience of modernization development and the international responsibility for providing public goods are the basis for the trilateral cooperation;in addition,China and UK should fullyrespect and encourage African countries to play a leading role.Specific measures such as helping the African Union achieve the 2063 Agenda and the 2030 Agenda for Sustainable Development;strengthening cooperation with African sub-regional powers such as Ethiopia,Nigeria and South Africa,from point to areas promoting development in East Africa,West Africa and Southern Africa,totally releasing the facilitation of trilateral cooperation projects.In brief,the “South-North-South” trilateral cooperation model is an effective path for all parties to actively participate in global development governance,and will become a choice of more donors towards Africa development cooperation.At present,China's attitude toward participation in trilateral cooperation is more active;the trilateral development cooperation among China-UK-Africa has broken through the original“EU-China-AU” single institutional cooperation framework,demonstrating functional and composite characteristics;African countries should have a dominant position in trilateral cooperation.
