Research On The Construction Of Rural Public Security Governance System From The Perspective Of Livelihood Science And Technology

In recent years,the state has adopted a series of new measures and measures in rural public security environment governance,effectively improving the overall rural public security environment and improving the level of grassroots public security governance.However,with the rapid development of economy,there are still some disharmonious phenomena in rural areas.Natural disasters,virtual network security,public health security and social security incidents emerge in an endless stream,and even show an increasing trend year by year in some fields.In the context of the "rural revitalization" strategy,it is urgent to innovate public security governance methods,reduce the occurrence of security incidents,and create a comfortable and harmonious public security environment for the rural society.At present,there are not many domestic studies on the effect of people's livelihood science and technology on social public security and environmental governance,and most of them focus on the application of science and technology in urban community governance,while there are relatively few studies on people's livelihood science and technology in rural public security governance.It is necessary to pay attention to the role of livelihood science and technology in rural public security governance,clarify the problems and reasons in the application of livelihood science and technology,and build a new rural public security governance system.This paper starts from the perspective of livelihood science and technology,takes the rural social public security environment as the background,USES the literature analysis method,the comparative analysis method and the multi-disciplinary cross research method,studies the rural public security governance system construction question systematically.First of all,the people's livelihood technology is described in detail,the concept of rural public safety management system,from the perspective of the people's livelihood technology is introduced to construct the theory basis of rural public safety management system,which in turn has made the need for analysis,the technology of the people's livelihood is the realistic foundation,to realize rural public safety management is to realize the development strategy of "rural revitalization" inevitable requirement,is also under the background of new era,to solve the realistic need,which the principal contradiction in our country.Secondly,the paper compares and analyzes the evolution of the role of livelihood science and technology in rural public security governance in different historical periods,from the weak role of livelihood science and technology in traditional agricultural society to the prominent role after the founding of the People's Republic,and then to the significant role after the reform and opening up.At the same time,it analyzes the problems existing in the current rural public security governance,such as the weak concept of livelihood science and technology application,the poor effect,the absence of system and the single means.Thirdly,according to the problems in the governance of rural public security,it is proposed to summarize the reasons for the problems from four aspects,namely,the limitation of subject cognition in the governance structure system,the insufficient overall planning in the governance function system,the weak guarantee strength in the governance system,and the insufficient comprehensive means in the governance method system.Finally,based on the analysis of the above problems and causes,this paper attempts to put forward countermeasures for the construction of rural public security governance system from four aspects,namely,at the level of governance structure system,it is necessary to cultivate the awareness of the application of science and technology of governance subject,and establish a comprehensive public security governance network of government,enterprise,human resources and social media.Governance function system level needs to optimize the livelihood of government departments science and technology governance strategy,abundant rural safety supervision science and technology resources;Governance system level needs to strengthen the people's livelihood of science and technology application of financial security system,improve the people's livelihood of science and technology application of the policy security system;At the level of governance method system,it is necessary to take science and technology as the starting point to improve the economic level of rural areas and take law as the means to ensure the effect of science and technology governance on the livelihood of rural people.The construction countermeasures of the four levels rely on each other to jointly create favorable conditions for the application of livelihood science and technology in rural public security governance,which is conducive to giving full play to the powerful advantages of livelihood science and technology in public security governance and improving the effect of rural public security governance.
