An Empirical Study On The Removal Of NPC Representatives By Voters In China

In recent years,the increasing number of voters in the public media demanding the recall of NPC deputies indicates that the awareness of political participation of voters in China is gradually increasing,but the success rate of voters' recall of NPC deputies is very low,which reflects some problems in the process of voters' exercise of recall rights.The right of recall is the most important way for voters to exercise their supervisory power,and it is also compulsory.Because once the voters exercise the right to recall and start the recall procedure,deputies to the NPC are in danger of being disqualified,so voters should exercise the right to recall cautiously.The right to recall should be a good system in our democratic political system,but through the analysis of the present situation of recall,the right to recall has not really played its role.As an extension of the right to vote,the right to recall is a special way to protect the right to vote.The right of recall embodies the principle of people's sovereignty and power restriction,and power is in the hands of the people.As deputies to the People's Congress acting as deputies of people's power,they should be supervised by the people.At the same time,when deputies elected to the People's Congress have acts prohibited by law during their term of office and can be recalled seriously,voters have the right to request their recall and deprive them of their deputies' qualifications.In this way,voters achieve constraints on the deputies to the National People's Congress.To a certain extent,it is also a correction and protection of the right to vote.Although China's electoral law gives voters the right to recall,the specific implementation of the right to recall lacks the corresponding legal basis,and the relevant mechanisms need to be improved.Therefore,it is necessary to determine this system.This paper summarizes the problems in the practice of recall through case analysis.The first part mainly introduces the nature and theoretical basis of the right to recall,discusses it from three angles: the right to recall is an extension of the right to vote,the right to recall is a supervisory right,the right to recall is a correction and relief way of the right to vote,and analyses the theoretical basis of the right to recall.It is believed that the right to recall embodies the principle of people's sovereignty and the principle of power restriction.At the same time,it also combines the report of the Nineteenth National Congress The relevant contents in this paper are analyzed.In the second part,by analyzing and comparing the typical cases of recall in recent years,it is found that the successful rate of recalling NPC deputies proposed by voters is very low.The third part uses the combination of theoretical analysis and practical analysis to analyze the reasons for thissituation,mainly from the perspective of voters' awareness and system.The fourth part is divided into three parts,focusing on the solution to this problem,hoping to provide some reference for voters to effectively exercise the right to recall,so as to improve the success rate of voters to recall deputies to the National People's Congress,and promote the democratic political process in China.
