The Research On The Problems Of The Performance Evaluation Of The Local Government Website

Since the start of the "government online project" in 1999,almost all the governments in China have basically formed a government website system.In order to promote the scientific development of the government website,we must carry out the effective performance management of the government website,and the core of performance management is performance evaluation.Scientific and effective performance evaluation can not only test the government's website work results in a period of time,but also can find the existence of government website problems and provide some guidance for future development.However,due to the late start of the work of our government website and the lack of practical experience of government website performance evaluation,there are many problems in the performance evaluation work of the government website.Whether the problems can be resolved effectively related to the performance evaluation of the government website and the development of the government website work in future.Compared with the central government,the local government is directly oriented to the local community.The working of the local government website is closely related to the interests of the public.Therefore,it is more practical to study the performance evaluation of the local government website.Based on the theory of government performance evaluation,in this paper,the author uses the method of text analysis and case analysis to take Zhengzhou as the case and take the performance evaluation report of government website in Zhengzhou for the past three years as the specific analysis object.The author set some analysis indexes and analyze the reports longitudinally,in order to find the problems and shortcomings from the report.On the whole,the author firstly explains the background and the significance,the literature review,the selection of the tools,the structure,the innovation and the deficiency.Then,according to the analysis index,the present situation of Zhengzhou government website performance evaluation is displayed.Next,the author compared the current situation of Zhengzhou City with the advanced theory and practical experience at home and abroad,and find that there are some problems in the performance evaluation of government website in Zhengzhou City in recent years.Finally,the author puts forward the path of local government website performance evaluation development in future.The innovation of this article is reflected in the selection of the object of analysis.The data of this paper is derived from the official data of Zhengzhou City in the past three years,which not only ensures the continuity and authenticity of the analysis,but also makes the research more realistic and meaningful.On the one hand,it is reflected in the choice of analysis methods.This paper is different from the previous direct research on the performance evaluation of government websites.It combine the method of text analysis with the government website performance evaluation,and set up some analysis indicators for the government's evaluation report.The author hope to conduct a systematic study of the performance evaluation of the government website of Zhengzhou in a comprehensive and multi-angle manner according to the government documents.According to the study,the author find the trends and shortcomings in the evaluation work,and put forward the development paths of the e assessment work in future.
