Research On Financing For Purchasing Elderly Care Services By Nanjing Municipal Government

Government purchasing public services is produced in the new public management movement in western developed countries,aiming at solving the contradiction between the inefficiency of government providing public services and the increasing public demand.In recent years,China has also started a wide range of government purchasing services,including elderly care services,medical services,public sports services and other fields.China is facing a more and more severe situation of population aging.The elderly,empty nesters,and the elderly living alone are increasing.The demand for elderly care services for the elderly and the types of demand are increasing.At present,the special family structure makes the traditional family pension difficult to take on a major responsibility.The contradiction between the supply and demand of elderly care services is gradually highlighted,which puts forward new requirements for the supply of elderly care services.Under the tide of national innovation in government management and transformation of government functions,many cities in China have carried out the specific practice of government purchasing services in the field of pension,separated the government's "production" function from "provision" function,introduced market competition mechanism to promote the improvement of supply efficiency of elderly care services,and realized the diversification of the types of elderly care services.However,the problem of insufficient funds has been accompanied by the development of the government's purchase of elderly care services,which has become an important factor hindering its long-term and stable development.Therefore,the study on the financing of government purchasing elderly care services has certain significance in promoting the further development of government purchasing elderly care services,improving the system of government purchasing elderly care services and promoting the construction of elderly care service security system.On the basis of summarizing the research achievements of scholars on the government purchase of elderly care services at home and abroad,and on the basis of multi-center governance theory,new public management theory and public goods theory,this paper constructs an analytical framework of the sources of funds,means and funds flow of government purchase of elderly care services.By using the methods of literature analysis and case analysis,and taking the practice of Nanjing Municipal Government in purchasing elderly care services as a specific case,starting with the development of Nanjing Municipal Government in purchasing elderly care services,this paper analyses the financing situation of Nanjing Municipal Government,and finds out the existing problems of Nanjing Municipal Government's financing:first,insufficient government financial investment.The second is the lack of indirect means of financing.The third is the unreasonable distribution of funds and the fourth is the imperfect financing system.This paper also draws lessons from the financing modes of elderly care services in Sweden,Japan and the United States,as well as those in Beijing,Shanghai and Suzhou,compares and analyses the similarities and differences between them,and draws on the international and domestic experiences of the government in financing the purchase of elderly care services,from which we can get inspiration that can promote the development of the Nanjing municipal government in financing the purchase of elderly care services.On this basis,this paper puts forward some suggestions for Nanjing Municipal Government to raise funds for the purchase of elderly care services:firstly,to increase the government's investment in funds and to build a government fund guarantee mechanism;secondly,to broaden the financing channels and enrich the sources of funds from the welfare lottery public welfare fund,social donation,social insurance and commercial insurance channels;thirdly,to clarify the flow of funds and establish a multi-level financing mechanism;Fourthly,we should establish and improve the system guarantee for the government to purchase the elderly care service,including the laws and regulations system for the government to purchase the elderly care service and the budget management system for the government to purchase the elderly care service.
