In 21st new economy century, market state has been converted into buyer's market, economy globalization has become more and more obvious, and supply chain management has risen in the whole world. Under such circumstances, enterprise management must innovate. Purchasing is the first step of the whole commerce activities, and the efficiency of purchasing is of great importance to an enterprise. In our enterprise practices, management of purchasing link is very weak, which has greatly influenced the whole performance of the enterprise. So the innovation of enterprise purchasing management is imperative. Under such circumstances, this article has made a systematic research on enterprise management. Starting with the concept of purchasing and its importance, this article has analyzed the troubles of enterprise purchasing in our country: purchasing conception is out of date; gray purchasing has not been prevented; efficiency of enterprise purchasing is very low, but this link is potential. In order to improve the efficiency of purchasing, this article put forward the design of enterprise purchasing innovation. The design of enterprise purchasing consists of the following: purchasing concept, purchasing personnel, purchasing goal, purchasing work flow, purchasing management mechanism and purchasing method. This part is the most important part of the article, and this part is also the innovation part. Government, market and technology are important exterior circumstances of enterprise purchasing management. In order to promote purchasing innovation, government must play an appropriate role; market system must be created, providing a fair atmosphere for purchasing; information technology must be strengthened. Thus, enterprise-purchasing management can operate well.
