In recent years,with the rising global strategic status of India and Indian Ocean region,"Indo-Pacific" has been widely used as a new geostrategic concept.The Indo-Pacific concept has repeatedly appeared in the speeches and policy documents of officials from Japan,India,Australia and other countries.In recent years,American officials have constantly emphasized the importance of the Indian Ocean and proposed the Indo-Pacific Strategic concept.The Obama Administration has attached more importance to the Indo-Pacific region than before.In addition to questioning the Obama Administration's Asia-Pacific Rebalancing Strategy,the 45th President Donald Trump described his Indo-Pacific Strategy to the world in November 2017 when he was on a trip to Asia,and publicly declared the U.S.'s Indo-Pacific Strategy.The Trump Administration's Indo-Pacific Strategy is put forward against the background of the rapid rise of China,the relative decline of American hegemony and the rising status of India and the Indian Ocean.The United States tries to draw other countries in the Indo-Pacific to counterbalance China and maintain its hegemony in Asia and the western Pacific.Since Trump took office,from the Indo-Pacific Vision to the gradually clear Indo-Pacific Strategy,it can be found that the U.S.Indo-Pacific Strategy includes the following contents:Politically,attaching importance to the development of alliance and partnership,and trying to assume less international responsibilities;In terms of economy,it is proposed that" economic security is national security",revised trade rules,signed bilateral trade agreements,expanded economic connectivity,invested in infrastructure,and launched global trade wars,especially the Sino-US trade war.In terms of defense and security,substantially increase defense spending,strengthen military deployment,maintain military superiority,consolidate military alliances and strengthen defense cooperation.Under the framework of the America's Indo-Pacific Strategy,Japan,Australia and India are the main fulcrum countries,playing their respective important roles in the implementation of their Indo-Pacific Strategy.The Indo-Pacific Strategy of the United States has the nature of obvious balances on China.It can be said that it is the strategy of the United States trying to maintain the hegemony in the Asia-Pacific,hedge the"The Belt and Road"Initiative,and contain the rise of China,which has brought adverse effects on the development of Sino-U.S.relations.The Indo-Pacific Strategy of the United States has made some substantial progress,but its future development will be affected by many factors,so the direction of development is still uncertain.
