Research On Government Emergency Management From The Perspective Of Inter-governmental Relations

Since the fight against SARS in 2003,the CPC central committee,on the basis of a profound review of past experience and scientific analysis of public crises,has made a major decision to strengthen emergency management in an all-round way.As an important part of the government system,the government is responsible for implementing the policies of its superiors,handling the affairs of its jurisdiction and maintaining social order.At present,China is in an important period of strategic opportunities for development and social contradictions highlight,and emergencies show a continuous growth trend.How to do a good job in emergency management is a key issue for the government to consider and study.The principle of"localization"of emergency management requires the government to be the subject of emergency response.However,the destructiveness of disasters requires a coordinated response among multiple governments,so inter-governmental relations are particularly important in government emergency management.The research content of this paper is government emergency management from the perspective of inter-governmental relations.On the basis of a review of the domestic and foreign research status of emergency management and inter-governmental relations,this paper introduces the inter-governmental relations in Chinese context and the system,origin and development of China's emergency management.In this paper,inter-governmental relations are divided into three dimensions,namely,the vertical inter-governmental relations,the regional inter-governmental relations in the horizontal inter-governmental relations and the inter-departmental relations in the horizontal inter-governmental relations.In this paper,emergency management refers to the comprehensive emergency management system with "one case,three systems" as the core content developed after SARS in 2003.Among them,"one case" refers to the emergency plan,and"three systems"refers to the system,mechanism and legal system of emergency management.The theoretical basis of this paper is governance theory and synergy theory.This paper applies the theory of governance and coordination to the study of emergency management to emphasize the necessity and impofrtance of inter-governmental coordination.Case method plays an irreplaceable role in emergency management research,and disaster research is inseparable from the situation,which can only be captured through case study.Case analysis method is used to collect funing tornado related news,combined with the tutor authorized the use of the field interview information,from the epicenter in the relationship of the longitudinal level governments,regional relations between the government and the relationships between the government departments of the three dimensions,the house international relations in funing tornado emergency management activities are analyzed respectively,refined out of the house international relations existing deficiencies in the perspective of government emergency management.Firstly,the emergency plan did not play a clear role in guiding the coordination between various government departments;secondly,the system of emergency management is limited by the administrative system,which makes it difficult for the government to play the main role in emergency management;thirdly,the inter-governmental information sharing mechanism of emergency management is not perfect;fourthly,inter-governmental coordination in emergency management lacks legal guarantee.Finally,from the perspective of inter-government relations,this paper puts forward policy Suggestions to improve the emergency management of the government.Firstly,take full account of hierarchical needs,make use of existing stock resources,formulate long-term development plans,and build a coordinated emergency plan system;secondly,the government should strengthen the coordination ability of emergency management,establish a comprehensive system with consultation and decision-making function,and build a coordinated emergency management system;thirdly,information sharing,emergency linkage,to build a coordinated emergency management mechanism;fourthly,we should improve the legal system for emergency management,formulate inter-governmental coordination agreements for emergency management,and build a coordinated legal system for emergency management.
