As one of the superpowers in the international community,there are regional interests and concerns for the United States of America in a global range.As the heartland of the Eurasia,the most important zone to the international politics,the Central Asian countries have established diplomatic relations with the U.S.after their declarations of independence from the Soviet Union since 1991.International institutions are in good use as tools by the American government for international contacts.In 1990 s,the American government achieved its nuclear disarmament goal for the region of the former Soviet Union at the same time secured its homeland through the Nuclear Disarmament Deal.After the great discovering in Caspian Sea,a sound foundation of international economic and trade relations between the U.S.and the Central Asian countries was built through the Energy Trade Deal.Attacked on 11 th September 2001,the American government deepened the anti-terrorism cooperation with the Central Asian countries based on “NATO Partnership for Peace”.The relations between the U.S.government and the Central Asian countries entered a new stage since the withdrawal plan of the military was announced by Obama.With the settlement of Afghanistan area,there are new contents for the development of relations and the construction of institutions between the American government and the Central Asian countries while inherited from the past.This study is structured in accordance with the international institution theory,starts with the foundation,development and current state of the construction of the international institutions between the U.S.and the Central Asian countries.Intending to analyze the changes of the relations mentioned above,especially since the military withdrawal in Afghanistan in 2014,from the perspective of international institutions.The international institution is used as a tool by the U.S.to achieve its strategic goals in the region at low cost.The study will be helpful to predict the future direction of regional construction,geopolitical changes in Central Asia brought by international institutions adjustment,opportunities and challenges brought to the U.S.and Central Asia,as well as the influence on neighboring great powers.
