Construction Of Long-term Care Insurance System Model In Henan Province

At present,China has stepped into an aging society,and the elderly care has aroused widespread concern.In order to solve a series of problems caused by the aging population,many provinces and cities began to establish long-term care insurance pilot,and achieved good results.As a populous province in China,the aging trend of population in Henan is becoming increasingly serious.With the transformation of family structure and division of labor,the problem of care for disabled elderly people becomes more intractable.How to meet the long-term care needs of disabled elderly people,ensure the elderly happy life in old age,reduce the burden of young people,promote the harmony and stability of the whole society has become the focus of social concern,the establishment of long-term care insurance system is an important way to solve these problems.This paper studies the long-term care insurance system model of Henan province through literature research,questionnaire survey and comparative analysis,in order to provide reference for the establishment of long-term care insurance system model of Henan province in the future.Research contents mainly divides into four parts,first of all,to the implementation of long-term care insurance system in Henan province the necessity and feasibility analysis,the aging problem,family structure and division of labor,lack of medical resources and commercial long-term care insurance development lag,the influence of such factors as the established long-term care insurance system in Henan province is very urgent;At the same time,due to the good economic foundation,the support of national policies,huge potential demand and domestic and foreign development experience,the establishment of long-term care insurance system in Henan province has a good environmental basis;Secondly,the supply and demand of long-term care services in Henan province were investigated and analyzed to understand that residents have a strong desire to participate in the insurance and prefer to obtain professional care services through home care in the case of national financial subsidies.After that,the development modes of long-term care insurance in Germany,Japan and pilot cities in China were compared and summarized.Finally,based on residents' willingness and demand for long-term care insurance,the long-term care insurance system model suitable for Henan province was constructed by referring to the development experience of long-term care insurance model at home and abroad.Through research,this paper believes that in the early stage of the establishment of long-term care insurance system in Henan province,the insured objects should be the insured population of urban workers' medical insurance.In the form of participation by commercial insurance companies,funds will be raised through medical insurance fund allocation,state financial subsidies,individual payment,welfare lottery fund and other means to provide home-based care,community care,institutional care and other services and expenses compensation for the elderly aged 60 and above.In the study,due to the absence of different questionnaires designed for different age groups,the relevant data are biased to some extent,and due to the limitation of personal ability and space,there is a lack of more in-depth research and discussion on some issues,which need to be improved in future studies.
