In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping proposed that China should "start a new journey of building a socialist modernized country in an all-round way" at this stage. The practice of building a country with a socialist modernization is undoubtedly guided by the Marxist state theory. It is necessary to draw nutrition from the Marxist state view that is the basis of Marxist state theory. Therefore,it is necessary to explore the era value of Marx's state concept. In addition,in the current era,the relationship between countries is becoming increasingly close. The construction of China's socialist modernized state cannot be left alone in an international environment where the tide of globalization is irreversible and counter-globalization is surging.Under the tide of globalization and the counter-globalization trend, the status, sovereignty, and functions of the country have become extremely controversial issues. This involves whether we need the role of the state and the state, and what should be The national theory guides us to understand the country and build the country, especially how to treat Marx's national outlook and whether Marx's national outlook has vitality. This requires a study of Marx's national outlook in the context of the current era, revealing the era value of Marx's national outlook, and better serving the practice of building a socialist modern state. One of the perspectives of examining Marx's view of state and its value in today's era is contemporary state theory. The contemporary state theory is a national theory developed after the revision and supplement of behaviorism shock and post-behavioralism from the 1950 s to the late 1960 s in the contemporary era, including the theory of pluralism, the theory of political elitism, and the new Literarian state theory and other representative schools are influenced by new institutionalism, public choice theory, feminism and other trends of thought. The themes of contemporary state theory include the origin and essence of the state, the functions and attributes of the state, and the three important relationships(the relationship between the state and society, the relationship between the state and the nation, and the relationship between power and rights).Marx's national outlook originated from the national doctrines of Plato,Aristotle,Hobbes,Locke,Rousseau,Hegel, and Utopian socialists. It was formed in the 19 th century inwhich the rapid development of social productive forces and the rise of the bourgeoisie and the dominant position.Judging from the contemporary state theory and the text of Marx,Marx also explores the origin and essence of the state, the functions and attributes of the state from various angles, and has a rich relationship with the three pairs.Thinking.On the issue of the origin of the country,Marx pointed out from many angles that the state is a product of social development to a certain extent,a product of conflicts of interests caused by the development of social production and social division of labor, and a product of the differentiation of public rights institutions.Regarding the nature and function of the state,Marx believes that the state is a tool of class rule and a tool for oppression of the economically dominant class;the state has social management functions and political ruling functions, and the two have close contact. In Marx's view, the state has three attributes: relative independence, alienation of social management functions, and inevitable extinction.Marx also deeply analyzed the three important relations that the contemporary state theory pays attention to: Marx analyzes the interaction between civil society and the state in combination with social life practice, and thinks that civil society determines the country;through the analysis of the relationship between the state and the nation,he finds The hypocrisy of the bourgeoisie stealing the achievements of modern nationality to stabilize the rule, and put forward the path to achieve national unity;around the relationship between power and rights,he discovered the ruling class will to dominate this relationship, and through the discussion of true democracy,The response to this relationship should be answered. It can be seen that Marx's view of the state also explores the main issues of contemporary state theory, but there are many differences between its answer and the views of contemporary state theory. Some of these differences are caused by different eras of contemporary state theory. Some are not the case.Marx's national outlook has basic characteristics such as criticality,science,humanity,practice-drivenness and guidance. These characteristics make Marx's national outlook have a distinct advantage of advancing with the times, and thus still have great value in the current era.In today's era of globalization, the threat posed by economic globalization to national sovereignty, the influence of neo-imperialism on the independence of emerging countries, and the anti-narration of populist nationalism against state power have all become the life ofMarx, but now it cannot be ignored. The problem is also a concern of contemporary state theory. But contemporary national theory cannot replace Marx's national outlook.Marx's national outlook ingeniously foresaw the globalization of the modern era and deeply understood its roots, provided theoretical support for safeguarding the sovereignty of today's developing countries, and can guide the adjustment of state functions and the future direction of the country in today's era of globalization. This is the response of Marx's national outlook to the problems of the times, highlighting the value and significance of his time.
