Study On The Construction Of Performance Indicator System For Relocation Of Poverty Alleviation And Evaluation

Poverty alleviation relocation is an important measure of precise poverty alleviation and precise poverty alleviation.This paper evaluates and analyses the performance of poverty alleviation relocation from different perspectives,which can provide a reference for government departments to formulate the relocation policies and assessment programs.At present,there is little research on the performance evaluation index system of the relocation of poverty alleviation in the changed land,and the evaluation goal orientation is mostly based on the comprehensive performance of the relocation organizations.In view of this problem,this paper takes the National Social Science Fund project "Research on the performance evaluation index system of poverty alleviation in poverty-stricken counties under the background of big data" as an opportunity to try to construct the performance evaluation index system of the relocation of poverty alleviation in the changed land,and select Typical objects are selected for evaluation and analysis.Firstly,based on the qualitative materials of Bazhong City,Bijie City and Jiujiang City,using grounded theory method,this paper constructs a performance evaluation index system of land-changing poverty alleviation and relocation,which consists of five first-level indicators and 24 second-level indicators,and determines the weight of indicators by using analytic hierarchy process.The first-level indicators and weights are: precise scientific relocation(0.2525),economic base(0.3800),cultural psychology(0.0575),follow-up support(0.0953),public services and infrastructure(0.2146).Secondly,taking Xiushui County as an example,257 questionnaires were empirically analyzed by using the method of fuzzy comprehensive evaluation,and the existing problems and causes were further excavated.The results show that the final score of poverty alleviation and relocation performance evaluation in Xiushui County is 2.7822,which is in the general level.The index scores of each level from high to low are: public service and infrastructure,precise scientific relocation,cultural psychology,follow-up support and economic basis.Employment and income are the key factors that restrict the improvement of performance.There are also many aspects to be improved,such as publicity,mobilization and service,burden of house purchase,community management and service.Finally,combined with the index weights and evaluation scores,the IPA method shows that the economic basis of the first-level indicators and the income-increasing channels of the second-level indicators,entrepreneurship support,per capita disposable income,employment and entrepreneurship opportunities have the characteristics of high importance and low evaluation scores,which shows that theseaspects are very important for improving the overall performance level of poverty alleviation and relocation in land-changing areas,but Xiushui County has a low evaluation score.Next,the focus of improvement is urgently needed.Based on the above conclusions,the policy suggestions are put forward: we should persist in relocation and resettlement according to local conditions,respect the wishes of migrants,earnestly carry out detailed publicity,mobilization and service work;we should strictly control debt relocation as an important grasp to improve the performance of migrants' relocation,and focus on employment assistance and asset returns to make the best efforts to promote migrants' income and wealth;Cooperative participation in the "new model" of community autonomy can improve the level of public services from the "pain points" of migrants,enhance the sense of acquisition,participation and happiness of migrants,and promote the integration of migrants' production and life into the new home.
