In accordance with the traditional construction of the domestic implementation of construction project management and control process,the team consisting of construction units to systematically management new projects.The traditional management mode has resulted in the lack of professional management of the construction units,resulting in the existence of separate policies between investors and construction units.Such problems will directly lead to the management and control of the whole process of the management of new projects,and will further cause the problem of three super-super problems,resulting in insufficient overall management level of new projects,and will also lead to corruption in the construction process.Therefore,this article takes into account many issues,the introduction of agent construction system mode into the implementation of poverty alleviation and relocation of non-profit-making projects invested by the government can solve the problem of poverty alleviation and relocation construction projects through the control of agent construction system mode.The implementation of agent construction system management mode can transform the traditional government functions in the process of poverty alleviation and relocation construction projects.It is beneficial for the government to improve its comprehensive ability of decision-making and control in the relocation and construction projects for poverty alleviation in ex situ;It is beneficial for the government departments to effectively control the total cost of the project in the relocation and construction projects for poverty alleviation in the areas where the project is located.As for the performance of the project,not only the final results of the project,but also the performance in the construction process should be considered.This study will reflect the overall performance of the relocation project from the perspective of the whole life cycle of the project.The performance of the project is divided into three stages,and each stage is evaluated.Through the performance evaluation of different stages,contradictions in the implementation activities are discovered in time.The feedback of quantitative analysis is used to continuously improve and optimize the overall effect of the project.Through the construction of the performance evaluation system of poverty alleviation relocation project of the agent construction system in easy areas,the indicators were selected by relying on the expert consultation method,and the three stages of evaluation indicators were explained and the evaluation criteria were given.Based on the characteristics of the relocation project for poverty alleviation in Qi Xingguan district,Bijie city,Guizhou province,the AHP fuzzy comprehensive evaluation method was selected to evaluate the performance of the relocation project for poverty alleviation in the construction process of the agent construction system,and the project was applied in the actual project.According to the quantitative analysis,the results of the aid-the-poor relocation construction project of Qi Xingguan district,Bijie city under the agent construction system are as follows: the performance results of the early stage are "good";The performance results of the construction implementation stage are "excellent";The performance result at the completion and handover stage is "excellent".Based on the calculation results of three stages,we got the "excellent" performance result of the construction process of the poverty alleviation relocation project in the agent construction system in Qi Xingguan district of Bijie city.The research results of this paper have certain practical guiding value for the construction and implementation of aid-the-poor relocation project in ex situ.
