Study On The Effectiveness Of Water Resources Management Policies From The Perspective Of Policy Tools

Water resources are indispensable natural resources in the process of human reproduction,and have an irreplaceable important role in the development of the national economy and the continuation of human society.In recent years,with the rapid development of China's economy,many regions and cities have experienced water shortages.The imbalance between supply and demand of water resources has become an important factor restricting the sustainable development of China's society and economy.ForShijiazhuang,the capital of Hebei Province,the serious shortage of water resources and the deterioration of water quality have become one of the most important factors restricting local economic and social development.With the excessive exploitation and utilization of water resources,various ecological imbalances and environmental degradation problems have become more and more serious.How to alleviate the contradiction between regional water resources and population and social development,how to rationally develop and utilize water resources has become a problem that needs to be highly concerned in the current theoretical and practical fields.At present,the research on water resources management policies in the academic circles is still in its infancy,and the policy tools used to promote and improve the efficiency of water resources management are mostly in the exploration stage.Starting from the perspective of policy instrument theory,this paper defines the important concepts such as the connotation,classification and effectiveness evaluation of water resources management policy tools,and proposes that water resources management policy tools are the government's solution to the problem of water shortage.Policy instruments used for the effectiveness of water resources management.Water management policy tools can be subdivide into three categories: mandatory water management policy tools,voluntary water management policy tools,and mixed water management policy tools.The effectiveness criteria,efficiency standards and response standards are used as evaluation criteria for the effectiveness of water resources management policy tools,and the effectiveness of the three types of water resources management policy tools are evaluated.Onthis basis,the relevant government departments responsible for water resources management functions in Shijiazhuang City conducted on-the-spot visits,and in-depth access to relevant archives related to water resources management policies in recent years and news reports released by the media in the past decade.The paper analyzes the application of water resources management policy tools,and conducts an in-depth analysis of the effectiveness of various water resources management policy tools in the practice of Shijiazhuang.Finally,combined with the specific problems of water resources management in Shijiazhuang City,the paper proposes the optimization strategy of water resources management policy tools,pointing out that the government should improve the laws and regulations,improve the efficiency of public enterprises,and create a strong water-saving and water-protection atmosphere in the whole society.Vigorously support the development of water cooperative organizations,establish and improve diversified financing systems,and establish and improve water price adjustment and compensation mechanisms,improve the effectiveness of the use of government tools for water resources management,and provide operational guidance for the government to improve the efficiency of water resources management in principle.
