From 2004 to 2019,the Central Committee of the Communist Party of China(CPC)issued the No.1 document on agriculture,countryside and farmers for 16 consecutive years,from which we can see the core position of the "three rural issues"in the process of socialist modernization in China.The Party and the state have a profound understanding of the importance and necessity of the "three rural issues" and have issued a series of preferential policies.In China,village cadres are the largest and most important management group at the grass-roots level,exercising the public power entrusted to them by the Party and the state,exercising the management power of public affairs in villages,and directly supplying grass-roots public goods and public services.Comrade Xi Jinping pointed out:"Rural cadres are reinforcing bars in the foundation.Their positions are not high,but their responsibilities are great." However,village cadres are not state cadres in a broad sense.Although they have the name of "cadres",they are appointed from the top to the bottom or elected from the bottom to the top.They are not part of the state administrative system and cannot be completely abolished.They assist the Party committee government in managing village affairs.They have certain public powers entrusted by the Party committee government and provide public services and products directly for the masses.Whether the selection and allocation of village cadres is reasonable and whether the work performance is effective or not can directly affect the implementation of such strategies as rural revitalization,poverty alleviation and fortification.Therefore,as the link and bridge between the Party and the government and the masses at the grass-roots level,village cadres are not only the administrators of Rural Affairs and the implementers of grass-roots policies,but also the defenders of the rights and interests of the masses at the village level and the leaders of the collective economic development at the village level.How to build an effective and effective incentive mechanism for village cadres,stimulate their initiative and creativity,and promote sustainable and healthy development,in order to ensure the implementation of various policies and measures at the grass-roots level of the Party and the state plays a vital theoretical and practical significance.This paper mainly uses qualitative theory research,through a large number of access to grassroots cadres work research results,from monographs,literature,the Internet and other platforms to collect the required information.On the basis of field investigation,quantitative analysis of certain data is carried out.Taking the incentive mechanism of village cadres in Tianchang City as the main research object,using the foreign incentive theory,this paper systematically analyses the current situation of the incentive mechanism of village cadres in Tianchang City from the aspects of economic treatment,incentives for rewards and punishments,old-age security,development and promotion,and improves the individual theoretical level and grasps some relevant data by means of questionnaire survey and literature research.In terms of salary,education,training and performance appraisal,this paper points out the problems existing in the current incentive mechanism for village cadres,and analyses the essential reasons for these problems.Through in-depth study of the problems existing in the incentive mechanism of village cadres,combined with the actual situation of Tianchang City,to improve the enlightenment,finally put forward the countermeasures and suggestions to improve the incentive mechanism of village cadres from the selection system,subsidies,education and training,assessment,rewards and punishments,etc.It is hoped that it will be helpful to improve the system of village cadres,solve the problems existing in the incentive of village cadres in a real sense,and form a set of effective incentive system,which not only meets the needs of material and spiritual levels,but also strengthens the education and management of village cadres from various perspectives and levels,guides and helps village cadres to enhance their work initiative.“The qualitative leap of "I want to do"will provide human resources for China to implement the strategy of Rural Revitalization and resolutely win the battle against poverty,so as to ensure that China achieves the goal of building a well-off society in an all-round way as scheduled.This paper also has certain reference significance for the government public departments to standardize and train grass-roots cadres efficiently and improve the ways and means of building grass-roots cadres.
