| The year 2020 is a landmark and memorable year.Under epidemic of novel corona virus pneumonia,China will achieve the first centenary goal of building a moderately prosperous society.With the continuous enhancement of China’s comprehensive national strength and the rapid development of the secondary and tertiary industries,the development of agriculture,the progress of rural areas and the well-off of farmers are relatively lagging behind.Village cadres are the most basic executor and the most direct promoter of the CPC party’s and the state’s principles and policies on agriculture,rural areas and farmers.They are also the key groups to carry out the work well.Village cadres are a relatively special human resource under the current administrative system of our country.They are not cadres within the civil service system,but they are paid by financial funds.They do a lot of administrative affairs,but with no administrative position.It is of great significance to build a set of scientific and reasonable incentive mechanism for village cadres,which is easy to put into practice at the grass-roots level;It is of great importance to stimulate the enthusiasm and motivation of village cadres to ensure the effective implementation of Rural Revitalization Strategy,and promote the construction of new socialist countryside.Combining the methods of documentary research,survey research and quantitative analysis,this paper tries to analyze the practice of incentive mechanism for village cadres in D District of Z city,Sichuan Province.Considering its defects,such as the low overall economic treatment of village cadres,narrow and limited promotion path,unclear boundary between work rights and responsibilities,lack of timely and necessary training,,etc.This paper puts forward more reference countermeasures and suggestions from the aspects of economic treatment,psychological counseling,development and promotion,education and training Specifically,it includes: improving material incentive means to solve the worries of village cadres such as salary and pension;strengthening the training,constantly improve the ability of village cadres;guiding the village cadres to achieve self-motivation,inspire the village cadres to enhance the effectiveness of self-determination.to stimulate the autonomy of village cadres and improve theeffectiveness of the work,etc.To provide suggestions and references for the public sector to train village cadres in a more standardized,reasonable and effective way,and to help the public sector to strengthen the building of village cadres,broaden their horizon and improve their efficiency,at the same time for civil servants or other groups management incentives. |
