After Barack Obama took office,he changed the negative attitude of the former governments in dealing with climate change issues,gave an active response of the United States to climate and energy issues,and tried to regain its leadership in global climate governance.After taking office,Obama emphasized the importance of climate change on different occasions,and even regarded climate change as endanger national security,trying to strengthen the voice of the United States in climate negotiations.The climate policy of the Obama administration consists mainly of three aspects:reducing emissions;prepare the United States for the impacts of climate change and strengthening international cooperation on climate.The Brookings Institution is one of the oldest think tanks in the United States.It is known worldwide for its high quality,independence and influence.Behind a series of climate policy initiatives of the Obama administration in the United States,think tanks have contributed a lot,especially the Brookings Institution.It had a high degree of participation in the process of climate policy formulation and implementation.The Brookings Institution imports scholars into the U.S.government through revolving doors;participate in the policy-making process through its scholars participation in congressional hearings;provides policy brief and recommendations to the President through policy reports,etc.This paper intends to analyze the climate policy of the Obama administration and the research results of the Brookings Institution on climate issues,and to deliberate on the participation and effectiveness of the Brookings Institution.It finally demonstrates the influence of the Brookings Institution participate in the climate policy of the Obama administration.
