Climate change was realized by mankind several years ago, this problem used to be a scientific topic and eventually becoming a global focus related to economic development model, social development and international political situation. Most countries around the world realized the profound impacts on climate change, but almost every country has its own basic conditions, level of development and future expectations, that’s why international cooperation on climate change progressed very slowly for many years. In fact, the international cooperation on climate change was in a state of disorder during the passed several years as there has no a core of leadership to lead the implementation of the relevant policies and the build of mechanisms. Fortunately, this situation is expected to improve as several vital developed countries and many important developing countries held fruitful negotiations, and reached a general agreement that climate change will bring the world unimaginable risks. As President Obama came to power, he committed to actively respond to climate change, the international bilateral or multilateral cooperation might get a significant progress.After to be the President of the United States of America, the Obama administration actively promotes green, low carbon economy as the core of the economic stimulus plan. In America, the Obama administration intended to develop low-carbon economy to foster new economic growth point, and leading to social employment. Internationally, Obama administration actively seeking bilateral and multilateral cooperation to address global climate change, using the technology and standards authority to shape some climate-related international standards to strengthen the full range of American hegemony.This article intend to introduce The President’s Climate Action Plan released by the Executive Office of the President in 2013, analyze Obama administration’s comprehensive strategies and its specific international and domestic policy, and deeply think about affections of America’s international climate policy and US-China cooperation in matters related to climate change.
